No.
The only way to print from an iOS device is to have an AirPrint-compatible printer on the same network that your iOS device connects to for WiFi.

    I had an iPhone 3GS unning whatever the latest proper version of iOS currently is at the time of writing (4.3.5, is it?) but on Saturday I was on a rather drunken night out and I lost my phone.
    Silly me.
    But I was out of contract and the new iPhone (4S or 5 or whatever) is going to be announced on Tuesday next week (just been confirmed by Apple today) so I'm just going to make do with an old, spare Nokia until the new iPhone is available in the UK.
    Once the new iPhone launches I will buy it, plug it into iTunes and just restore from backup and I'm back in business.
    Except for one thing... The new iPhone will have iOS 5 installed and my last backup before I lost my 3GS was done on iOS 4.3.5.
    Is this going to be a problem or can you restore from a backup made with an older version of the OS?
    I've never done it before so I don't know.

    You "should" have no problem doing that. I say should, because you can't restore a backup made with a higher iOS on a device running a lower iOS, I.E. - you can't restore a backup made from a device running, let's say iOS 4.3.5 on a device running iOS 4.2.10. However, iOS 5.0 will present many new features and since it has not been released, I have no way of stating with certainty that doing as you plan will not present any problems. Past history indicates it won't, but we'll have to wait & see.

    Default lock code is 12345 unless altered by user and if forgotten can be reset by any Nokia Care facilty, although proof of ownership would be required.

    In that case, it should be possible. I haven't tried this directly, but I believe it should work.
    You'll need to get an actual AirPrint compatible Printer.

    Once you have the compatible printer, using the Hotspot feature from the iPhone he'll have to create the Wifi bubble form the iPhone, and connect the Printer to that Wifi network.
    Then connect the iPad to that same Wifi network provided by the iPhone. When all that is done, the printer should appear in any of the Apps that can Print under the Action Arrow button.
    For instance in email, pressing the action arrow should show a Print option. In there the printer should appear.
    Alternatively you can simply buy a wireless router and setup the network through there even if there is no internet attached.  Connect the wireless printer to the router network, and connect the iPad or iPhone to that same wifi network to print.

    Maybe.
    If you can set up your AirPrint printer's WiFi to create an Ad Hoc Network, then your iPad can connect its WiFi directly to it and be able to print.
    I have the HP D110 AirPrint printer.  As I recall, it was set up in Ad Hoc Network mode out of the box.  I had to change the setting in order to update its firmware over the internet.  You probably should do that as well, to be sure it has the latest firmware.
    If you happen to have an old Apple AirPort WiFi base station, you can use its WiFi network for printing.  It does not require an internet connection to print.  Other brands may work as well, but some do not correctly handle the Bonjour data required by AirPrint.
