Each iCoud account comes with an iCloud email account if you go to Settings>iCloud and turn Mail to On. iCloud will not "sync" email from any other non-iCloud email account, if that's what you're asking.

Then you need to change the email you have assigned to the Apple ID with one that exists and you have access to.

Of course.
To create the first iCloud account, open Settings > iCloud, type your Apple ID and follow the steps to set up iCloud.
Then, to add a second iCloud account, open Settings > Mail, Contacts & Calendars > Add Account > iCloud, type the second Apple ID and set up iCloud for this Apple ID.

The answer is yes because we are doing it for months in our business. This way we can share our business address book between our 3 Mac and iphone and ipad and still have our private address books on all those devices without sharing them. It seems however that the app Address book cannot understand the situation. When I select my business card in my address book and say that it is "my business card" it appears the same on my colleagues' computer. they have then me instead of them as their business card and when they open their session on their computer I'm there! Welcome to the Apple community.
iTunes and iCloud and different accounts, you will need to delete both accounts from your device before adding the new details in their place.
For iCloud go to settings > iCloud, scroll down and hit the delete button. You can then sign back in using your correct details. For iTunes go to settings >store, tap your account ID and then sign out, you can then sign back in using your correct Apple ID.

I have iCloud turned on, location services on, find my phone works but when I try to access iCloud via Safari on the phone it takes me to a page Apple.com,
iCloud then three options

Install Find my phone, it is installed and it works from my MBP
or install find my friends, I don't need that I have no friends.
my calendars and contacts and bookmarks and all are all sync'd and working on the phone, but i thought if I typed in iCloud.com on the phone in Safari I would go to my iCloud web page that looks like this on my Mac.
Is that NOT how iCloud should/would look on my phone via Safari?
This is maybe a dumb question after 3+ year of iPhone'ing

I've been playing with a Galaxy here at work and here's what I've found so far - please feel free to jump in and suggest alternative methods to configure or access the various icloud components.
So the original Q: Can you access your icloud account on Android?
Not entirely: the website can't be used from an android browser (not properly - even with Dolphin HD and posing as different browsers it won't load correctly. So Find my iphone is out, so is the address book or looking at your e-mail or calendar just in a browser window
I was able to setup my e-mail using the IMAP settings published here:

Be sure to setup the account manually - and note if you have trouble using SSL try TLS (that worked for me)
Address book is a no go so you'll have to use iTunes to sync all your contacts over to Gmail - if you still have an iPad it means managing contacts in two places though . iWork is an Apple proprietary bit so don't expect much there.
So in my case, if I'm really going to make the switch to a Galaxy from my iPhone it really means I'm going to have to switch to using google as the backend. The timing to swap over to a galaxy/android phone is not the greatest - given that I'd have to give up my Apple addiction (syncing photos and itunes and losing access to my device tracking). Plus I still have an iPad and a mac and like living in the Apple ecosystem. I think I'll wait and see what the new iPhone looks like before I commit

My brother has his iPhone and an iPad and my mom just has her phone. We all listen to different music. Is there a way that I can set up an iCloud account for my phone and Mac so that I just have MY music, not my brother's and mom's? If so, how? I would like to be able to download a song on my phone and have it appear on my iTunes on my Mac.

The iCloud account is not what you are using to purchase and download music. That is for your backup and other things. The Apple ID that you are sharing is for music. If you want your own music, then you need to set up your own Apple ID account and sign into that in the iTunes store.

I set up an iCloud account for myself back when the service was first introduced. Today I went to my wife's login on our iMac and tried to set up an account for her. From within System Preferences -> iCloud, I selected "Create an Apple ID..." A little message drops down saying "This device is no longer eligible for a free iCloud account."
I thought that separate login accounts on a single Mac could have their own iCloud accounts. Is that wrong?

You can create and use different iCloud accounts on the same computer, whether they are single or multiple user.
There is a limit of 3 accounts you can create from a device but I thought this was only iOS devices - maybe not.
iCloud accounts can only be created using a valid email address, so I guess I'd start there to retrace what accounts you have.

When you delete the account from your device, you will be given the opportunity to save Safari data, reminders, calendars and contacts to your device, which you can later merge with the other account once you login.
You won't be able to save your photo stream photos in the same way, so if you have any photo stream photos that are not already in your camera roll, you should move them there before you delete your account.
Your iWork documents can be saved to iTunes on your device, but if you have them on a Mac they would be much easier to save to your desktop there. You can move them back after you switch.
Notes can be shared to messages or mail and copy and pasted back after the switch. Although if you have a Mac, you may find it easier to do there. You could also use a temporary secondary account (see last item) to log into both accounts and copy and paste directly into your other account.
You can set up Mail forwarding at iCloud.com mail preferences (little gear icon-bottom left) to receive mail from your old address to your new one.
As an alternative to just switching, you might consider switching and adding your previous account back as a secondary account at settings > mail, contacts, calendars. You would still need to move your photos and iWork documents and save your safari data, but you'd have access to your old mail, contacts, calendars, reminders and notes.
