Cancellation of iCloud account query - URGENT PLS

I received an email purportedly from 2015 Apple Inc. 31-23, rue Sainte Zithe,
L-2763 Luxembourg. email address Apple/iCloud Genius Care <[email protected]>
saying that my account will be terminated unless I verify my Apple account and the link takes me
to a form that does look like an Apple form with some of my correct information filled in. Before I
fill it in completely which includes my credit card info, I would like someone to please let me know
if this is legitimate.

It's phishing. Do not respond. It's not legitimate.
Please forward the email to: [email protected]
Never reply to an email from: "Your AppleCare support center" or "Apple / iCloud Genius Care".
Apple will never send you an email asking you to verify your Apple ID credentials or your credit card information.
If you ever receive an email such as this again. do not reply, do not call. Forward the email to the reportphisihing email address above then delete that email.

To the best of my knowledge you have now unfortunately blocked yourself: you can't cancel an iCloud account and as you've got the address there you can't add it as an alias, and I don't know of any workaround for that.

You cannot actually cancel a free iCloud account from their servers; all you can do is sign out of it in System Preferences (or Settings)>iCloud and ignore it in future.

I canceled it off each of my devices. Now I want to cancel the account altogether. Music keeps showing up tagged in my itunes store with the cloud next to it. Also, it is still on my computer. I don't want to use icloud. It did not work the way I wanted and it just complicates things.

First go to Settings>iCloud on your device and confirm that everything is turned to Off, and that you are not syncing any data with iCloud before proceeding. (If you are, when you delete the data from iCloud it will also be deleted from your device and it will be lost.)
Then go to iCloud.com on your computer, log into your iCloud account and open Contacts, click on the red ribbon at the top to display your groups, click on All Contacts, to the right click on any single contact to select it,click on the Actions (gear shaped) icon at the bottom and choose Select All, then press the Delete key on your keyboard.
For Calendars, open your calendar on icloud.com, click Edit above the calendars list on the left, then tap the minus sign to the right of each calendar to delete it.
For Notes, open your notes on icloud.com, click on each note on the left, then click the trash can icon at the bottom to delete it.
For Reminders, open them on icloud.com, click on each reminder, click on Details to the right, then click on the track can icon to delete it.
For Mail, open your mail on icloud.com, click a folder on the left (such as your inbox), click on a single message to the right, press Control-A on your keyboard to select them all, then click on the trash can icon at the top. Repeat this for each of your mail folders except Trash. When finished, click on the actions (gear-shaped) icon on the upper right and select Empty Trash.

You mean you never created an iCloud account in the first place? How were you 'slugged'? - was this in the form of an email? Does it look genuine? You could copy and paste its contents here for examination but remove any personal data such as your email address.

How are you trying to downgrade it ? You should be able to do it via Settings > iCloud > Storage & Backup on your phone : iCloud storage upgrades and downgrades - Apple Support
1. If you're using iOS 8, go to Settings > iCloud > Storage. If you're using an earlier version of iOS, go to Settings > iCloud > Storage & Backup.
2. Tap Change Storage Plan.
3. Tap Downgrade Options and enter your Apple ID password.
4. Choose a different plan to use when your current storage plan expires.
5. Tap Done.
If that isn't working and you have a Mac then you can do it via System Preferences > iCloud on it.

Keeping current plan, but downgrading when it ends:
Settings>icloud>Storage & Backup>Change Storage Plan. Look at downgrade options. There you can choose the plan you want when the current one ends.
