I keep getting "Loading..." as the error message, but I cannot access email on iCloud.

It sounds like messages are not loading for you at www.icloud.com.

Make sure there are not any current issues listed for iCloud Mail in the System Status at the iCloud support site.
If you can't access Mail via iCloud.com
Make sure you are accessing iCloud.com with a supported browser.
To make sure that Safari is up to date, choose Software Update from the Apple () menu and install all available Safari, security, and OS X updates. Instructions for updating other browsers should be available from the built-in or online help for those browsers.
If your iCloud Mail issue occurs only when using a particular browser, try clearing that browser's cache. For Safari 6 or later, choose Reset Safari from the Safari menu. Enable the option "Remove all website data", then click Reset. For Safari 5 and earlier versions, choose Empty Cache from the Safari menu. Instructions for other browsers should be available from the built-in or online help for those browsers.
Some Internet configurations can (inadvertently or purposely) prevent access to certain websites or services, such as iCloud Mail. If you're having issues accessing your iCloud Mail from one location or Internet connection but not others, contact your Internet Service Provider or network administrator for assistance.

Are you trying to change the iCloud ID on your phone?
Also, you can change your iTunes ID by going to Settings>iTunes & App Store, tap the ID, sign out, then sign back in with the ID you want to use.

In System Preferences>iCloud: Sign Out, reboot and then Sign In with your ID and password.
If Find My Mac is switched on you will be unable to sign out without the previous owners password.

Reboot your iPad. Press and hold BOTH the power and home buttons at the SAME time for about 10 seconds until the Apple Logo appears, then let go of both buttons and your iPad will restart. You won't lose any data or settings. See if mail operates normally when your iPad comes back up.
If it doesn't, I've found it best to delete your mail accounts and reenter them.

Your question is not clear. If it is a Yahoo email account, then where does iCloud come into the picture? Or do you mean you are using the yahoo.com email address as your Apple ID? These are entirely different things. The Yahoo email account is not in any way related to the Apple ID that is using that email address as the Apple ID.

I am running Outlook for my mail, calendar and contacts and it synchs with I cloud for my I phone. /Today on my PC i cannot access myh "Calendar in Icloud" or my Contacts in ICloud. Get pop up dialogue box which says "the set of folders cannot be opened. The information store could not be opened"

How did you contact Support ? If you don't have access to your rescue email account then Support in your country should be able to reset the questions for you - contact is normally by phone as they need to confirm your id and that it's your account.
Contacting Apple about account security : Contact Apple for help with Apple ID account security - is that how you contacted them ?
If your country isn't on that page then try this form and explain and see what they reply with : https://ssl.apple.com/emea/support/itunes/contact.html
When they've been reset you can then update your rescue email address to an account that you have access to for potential future use : Manage your Apple ID primary, rescue, alternate, and notification email addresses

Make sure this checkbox is checked in the System/Sharing preference pane:
If it is, uncheck it and then recheck and try ordering again.

Sometimes Windows Phone gets stuck in getting data via WiFi when there is no WiFi and won't switch back to data.

You are referring to your iTunes/app store account? You will need to sign out of your old account on your iPhone and sign in with the new one.
