Cannot activate iPhone 4 "we're sorry, we are unable to continue..."
Help, recently upgraded to iPhone 5, so asked t-mobile to unlock iPhone 4, so I can pass on to my wife. Had text confirming request, so I plugged iPhone 4 into my mac to restore to factory settings, and see if phone had been unlocked. After this, tried to activate the phone and I now have the following message "we're sorry, we are unable to continue with your activation at this time." I get the same message when trying directly via wi-fi on the phone. I have tried emergency restore, etc. no luck. Could it be I have no SIM card in the phone? I don't want to activate wife's new SIM card, in case phone doesn't work!
you need to put the sim of the one she is going to use in when unlocking and be connected to wifi
if it has all been done properly as it sounds it has it will be fine

Resolution
Perform the following steps if you receive one of the messages above:
Restart the iPhone.
Try another means of reaching the activation server and attempt to activate.
Try connecting to Wi-Fi if you're unable to activate using a cellular data connection.
Try connecting to iTunes if you're unable to activate using Wi-Fi.
Restore the iPhone.
If you receive an alert message when you attempt to activate your iPhone, try to place the iPhone in recovery mode and perform a restore. If you're still unable to complete the setup assistant due to an activation error, contact Applefor assistance.

AT&T are unlock my phone, official!!!1) Check your iTunes account.
2) you have to be at your computer. Apple is very smart, the place you put your I'd or password is not near data base.
3) make sure your ID and Password is correct. When type on the phone, if you don't check you might press the wrong key some time cases where people have long Neil.
4) go to apple website n reset the I'd or password. -

Note that jailbreaking often renders it impossible to get an iPhone officially unlocked, so don't be surprised if it fails. If it does, then you may have to buy a new iPhone, this time one that is officially unlocked.

If it was jailbroken, contact the developers of the jailbreak.
Not all jailbreaks can be completely removed.

I have the same problem after updating to the latest iTunes. I purchased an iPhone 4S this past summer and gave my 3GS to my 6 year-old minus the SIM card-- an instant iPod Touch. Things were fine until the latest version of iTunes 11.0. Until I updated to 11.0.1, iTunes would not even "see" the iPhone.
How do I get past the insistence to activate the phone? Right now, it's a useless brick. -
Hello, everybody. I've expirienced a problem during activation iPhone 4 via Wi-Fi or iTunes. "We're sorry, we are unable to continue with your activation at this time." - that is what I've seen. I've restored phone as described on troubleshooting page - nothing have changed. Phone was sealed, bought from dealer <Edited by Host> today, 25 July 2013.
This time I cannot insert proper sim-card (my scissor-handed carrier in his official store cut my SIM into micro-SIM awfully - i'm not kidding, i'm from Russia), but as i know, it's not necessary to have sim inserted into unlocked phone (since dealer claimed it as unlocked). I've never used any of jailbreaks, geveys et cetera. 2 last characters (before slash) of part № (RU) tells me, that this iPhone is for Russia (so, officially it should be neverlocked). <Edited by Host> checked via different services says nothing suspicious. Hmm, well... iTunes trys to activate your iPod using the Apple server to make sure you have bought it legit.
Two things come into my mind:
1) Your iTunes can't access the internet.
2) Apples activation servers are down.
That's just my cents, maybe anyone else has an idea. -

Most likely your phone was previously hacked to carrier unlock. When you updated it was re-locked to its original carrier. It will now activate and operate only with that carrier and their SIM card.

phone will shut down when u see the apple logo
let go the power button but keep holding down the Home button it will put it into DFU mode and itunes will force the Restore -

No, it was not jailbroken. And now because it's in this loop, there's no ability to restore and such on itunes as the only option now is ever 'eject'.
