Just go and buy an iTunes gift card at any store in your country.
Then follow all the steps you did, but when it asks you for the credit card number, there shoujld be a GIFT CARD option which will let you load your account witht eh funds form the gift card without providing a credit/debit card #. -

Did you put everything correct? Did your bank put a hold? You may have to call Apple as it is their payment system.

I have redeemed my iTunes giftcard (which was accepted without verification; it only needed my password)
However when I tried to make a purchase, I am required to verify my identity, and thus I cannot use the giftcard which I HAVE REDEEMED. Is there any way I can un-redeem it? I am currently trying to enter all of the possibilities for my questions, and my iPad is new, so the serial number is not registered with my account. I tried to install the new update for minecraft pocket edition then all of a sudden it won't load ! It said "waiting" for almost an hour ! Nothing will load :( , then I tried to delete the app and re- install it , still the same problem :( . I turned my iPad off and on then restarted it still no hope ! . I thought it was just the app so I tried installing another 1 but it had the same problem . I was going to reboot it but that would mean loosing my stuff so I tried to back it up using iCloud but when I tapped "back up now " it won't load either !! Rebooting will not make you lose any content. Rebooting is when you hold the home button and the sleep button down at the same time until the Apple logo appears on the screen.
You can these suggestions. One might work for you.
Make sure that you do not have a stalled download in iTunes - a song or podcast .... if you have a download in there that did not finish, complete that one first. Only one thing can download at a time on the iPad so that could be what is causing the problem.
If that doesn't work - sign out of your account, restart the iPad and then sign in again.
Settings>Store>Apple ID. Tap your ID and sign out. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Go back to Settings>Store>Sign in and then try to update again. Tap one waiting icon only if necessary to start the download stream. -

After reading your post, it sounds like you are experiencing an error when attempting to install apps. You may want to consider resetting your device. This article provides detailed instructions for Restarting, and Reseting:
Restart or reset your iPhone, iPad, or iPod touch - Apple Support
How to restart
Press and hold the Sleep/Wake button until the red slider appears.
Drag the slider to turn your device completely off.
After the device turns off, press and hold the Sleep/Wake button again until you see the Apple logo.
How to reset
You should reset your device as a last resort and only if you can't restart it.
To reset, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.

Are you syncing photos to the ipod? If so, the -39 in this context can sometimes indicate a damaged photo cache. Are you able to sync if you delete your existing photo cache? To find it, see the following document:

That refers to the 3 digit security code on the back of your credt card, not a security code for the iPad.
