You made a purchase and exhausted the credit on your card before it processed. All purchases are final. Contact iTunes Store support. You need to settle up before you can purchase or download anything else.

We are fellow users here on these forums, you're not talking to iTunes Support nor Apple.
If you have a credit card on your account then it will need to be valid. If you don't have a card to replace it with then have you tried removing it from your account ? On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.

I own the movies and I want them to stay in my iTunes library basically forever.
But in both cases the file name no longer shows in the movie list, so I don't know how to re-download it from the Cloud.
iTunes prefs > Store > Show iTunes in the Cloud purchases.
This will show all your iTunes purchases in your library with a cloud icon down arrow. Click the icon to redownload or click on Play to stream without downloading.

and techncially, you don't "own" the movie, You simply have a license to use it.
Yet the first thing iTunes does when you hit the delete key is tell you that it will remove the movie forever from all devices and the library.

FYI: You should keep copies of all yoru iTnue spurahses as the labels/movie studios/copyright owners can pull their product at anytime and it won't be available to redownload.

My Apple TV states that it cannot complete my purchase (of a movie), and yet all my account info is correct.

I did more than that - I reset the Apple TV so that I had to get back in as if I were setting it up for the first time. I actually used my iPad to do this by just touching it the Apple TV with it. That all worked fine. I had to verify my password again and my credit card information. When the Apple rebooted with all of this and I tried to order the same or other movies, the same response came up.
If Apple doesn't contact me soon, I will simply get the movies from some other service on my smart TV and just use the Apple TV to stream photos or whatever from my iPad or iPhone. This is ridiculous.

You can use one card for a few account. I would believe it you attempted to use it on too many accounts (5+), it may cause some issues. But using the same card on two accounts is fine.

Ok so my visa card recently got screwed up and it can't be used on my itunes account. I can't delete the information anyway that I know of, and I can't purchase or update any apps because I need authorization, and to get authorization, I need to update the information as apparently there's a problem with the billing.

What do you mean 'need authorization' ?
If when trying to download something you are getting a message about a 'problem with a previous purchase' then that implies that iTunes wasn't able to collect the money for your last purchase and that therefore owe iTunes - in which case you won't get the 'none' option on the payment details screen (or be able to download anything) until what you owe is paid e.g. by replacing the card with another valid card, or by redeeming an iTunes gift card onto your account (if they are available in your country)

Can I apply a pre-paid Visa card to my account?

Hey folks. I just got a $50 pre-paid Visa gift card from someone and I was trying to use it to purchase Motion 5 for my Mac. I tried changing my payment type to this card, but, not surprisingly, it said my address doesn't match the card. Is there a way to apply this card to my account? The only other method I thought of was to just go out and buy a $50 iTunes/App Store card, but I'm trying to avoid being double taxed here :/

Create a NEW account/ID for her using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

Visa Cards declined

I have had the same Visa card in my account for quite some time and have purchased many songs without a problem. Tonight when I tried to purchase a song, I am told that my credit card is declined, and receive the same message when I reenter the data in the account page. If I remove the card and then try to add it again, I am told that the security code is wrong. I tried again with a different Visa card, and the same security code error occurred.
MasterCard seems to work just fine however. Anyone else having this problem tonight?

Is your CC account in order? Card is not expired etc. No blocks from the bank etc. Maybe there is problem with VISA and your card is fine. Check with your bank and explain the situation.
Are you using the Shopping cart or the 1-Click? Switch the method in iTunes prefs>Store and see if you can purchase.
Once you have confirmed this then go to http://www.apple.com/support/itunes/musicstore/creditcard/ and fill out the form.

To have an iStore account, you need a visa debit card. I am too young to have one, i have a visa card, but it is neither credit nor debit, but just an ATM card. This doesn't work. I'm not even trying to buy stuff, just to use my iTunes account to download some of the free podcasts. What do I do?

If you have a Visa card then it should be a debit card. You cannot have a 'credit' card in the UK until you are 18. My guess is that you have a 'solo' type card which is issued to young people by UK banks. You can use this in ATMs or as a chip and pin card in stores. Do you use your card for these purposes? This card will be ok to use on iTunes, as my daughter has one issued by a high street UK bank and has it set up on her itunes account. You will need to be 13 years old to have an itunes account.

Pre paid accounts are not accepted at the iTunes Store > iTunes Store: Accepted forms of payment
Iin-App purchases require either a debit or credit card. You may be able to purchase other content but not in app purchases.
