Cannot connect to itunes store-- cannot use newly purchased ipad

Hello
Bought myself an ipad today and haven't been able to use it as I could not connect to the itunes store. I am assuming that is the first thing I need to do in order to activate the ipad through itunes?
I then ran the diagnostic tool in itunes and received the following messages:
Windows Firewall is on.
iTunes is enabled in Windows Firewall.
Connection attempt to Apple web site was unsuccessful.
The network connection timed out.
Connection attempt to iTunes Store was unsuccessful.
The network connection timed out.
Secure connection attempt to iTunes Store was unsuccessful.
The network connection timed out.
Secure connection attempt to iPhone activation server unsuccessful.
The network connection timed out.
Last successful store access was 2010-08-05 22:05:54.
I have subsequently turned off both WIndows Firewall and Norton 360 but the connection issue remained. Subsequently, I uninstalled itunes and downloaded the latest version and installed but still no joy.
Any assistance would be greatly appreciated. Not being technically minded, I am running out of options.

No, cannot access itunes store even when the ipad is not connected.
Laptop is a lenovo Thinkpad SL400 and router is Netgear ADSL modem router. I also tried it with Ethernet connection but the result is the same.

    I had this exact issue.  However, I was not even able to "see" the pending downloads when I tried fixing them using the solution above.
    In another thread, I saw that someone mentioned an issue with the use of the "&" (ampersand) symbol in your appleID information.  I had recently changed my name and it did include the & symbol in my name (not the appleID itself).  I replaced the ampersand with the word "and" and saved.  I then went to the iTunes store and logged into my account there and made the same change on my billing name.
    Voila!  I could now access the 7 pending downloads on my desktop Mac and download them, and all iPhone/iPad/Ipods were again able to download from the app store.
    incidentally, I had several support tickets open on this issue and never once did the Apple person even suggest that this might be the issue.

    Same phone and ios, same problem. Worked just fine for me Sunday, but nothing today, all day. As a workaround I found I can still connect using iTunes on my Macbook Pro, the I synch my iPhone. There are way too many people with the same problem for it to be anything but Apples problem. Hope this helps.

    Close All Open Apps... Sign Out of your Account... Perform a Reset... Try again...
    Reset  ( No Data will be Lost )
    Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.

    If no joy...
    Reset all settings
    Settings > General > Reset > Reset all Settings.
    This will return all iDevice settings to factory defaults... you will not lose any data.... But you will have to re-enter all of the device settings.

    Since iOS 6.1.3 I'm not always able to update my Apps in the AppStore.
    I receive the classic "Cannot connect to iTunes Store". I can see it is a time-out in a wrong route config or something.
    My iPhone and iPad mini works fine.
    I've tried reset network settings. Also I've tried to update over 3G (no WiFi) and this worked well (not for Apps >50Mb).
    When I try to resume to update from WiFi (disable 3G) it still doesn't work.
    Tried to kill the AppStore app, didn't work.
    Anyone also having this problem?

    I saw a failed download in iTunes (iPad) and retried to download this song.
    This went ok. Then back to the AppStore and whala it all works again.
    Maybe it was an error with Apple, I don't know.

    My iPad 3rd generation was just updated to iOS yesterday without any problems. I can use the Internet and the wifi network just fine.

    If you haven't been able to connect to the iTunes Store:
    Make sure your date, time, and time zone are correct in Settings > General > Date & Time. 
    Note: Time Zone may list another city in your time zone.
    Make sure that your iOS software is up to date by tapping Settings > General > Software Update (iOS 5 or later) or connecting your iOS device to iTunes and clicking Check for Update on your device's Summary page.
    Check and verify that you're in range of a Wi-Fi router or base station. If you're on a device with cellular service, make sure that cellular data is turned on from Settings > General > Cellular.
    Note: If connected to cellular data, larger items may not download. You may need to connect to Wi-Fi to download apps, videos, and podcasts.

    Im using a VPN on my iDevice to get over this issue temporarily (german IP) and its accessing the app store just fine.

    this issue started about 30mins ago.
    I cannot sign into the store, i get the sign in box and fill it in, press enter and the box disappears but have not been signed in.  I can sign in to my apple account here on support but not through itunes.
    any ideas?

    No guarantees, but here are a few ideas.
    I don't know if all of your devices have the same problem, or if it's an issue with only one. In either case, the problem is likely to lie with your Account settings. Make sure the financial info is valid and up-to-date, and pay special attention to the expiration date of your CC#. When you get to the bottom of the page, confirm that the info is correct.
    And post here with your results!

    I can purchase songs in itunes, but not the in-app purchase for Kingdoms at War. I've checked the parental controls and all the other obvious things in settings. Let me know if anyone knows how to correct this. Thanks.

    Here is an update and more information:  I actually have two MBP's.  One is a mid-2009 model and one is a new, mid-2012.  I transferred files from the mid-2009 to the mid-2012, but I use both computers frequently.  This problem only occurs on the mid-2009 and not on the mid-2012.  I have authorized both computers.
