This seems to be the newest fix for this, so give it a try - go to Settings>General>Date and time and change the date to some time in the future. Try to update again. If you get some sort of security message - go back and change the date again to the current date and then try to update again.
Here is one place that I read this. This one does not mention the security message.

My iphone wouldn't connect to the itunes store for updates. I tried every solution I could find online, nothing worked. Today I tried changing the date to 2 months ahead (not sure why... something I read I think) and it connected to the itunes store. I switched back to auto date and time and it still connects. -

Trying turning the ipad off and on
check to make sure Restrictions on your iPad is turned off.
1) press home button
2) touch settings
3) touch General
4) touch restrictions
if enabled touch "Disable Restrictions", at witch point it will ask you for the four digit code.
try reset all settings
setting>general>reset reset all settings
If restrictions are enabled, and you do not know the four digit code you will have to restore your ipad.

I can't connect to iTune store from my iPad mini after upgraded to IOS7.
Thanks this worked for me. Only mine was already set to "From third parties and advertisers". I just switched it to "never". Then I opened itunes and it worked. So I went back and changed it to "From third parties and advertisers" and all is well. iTunes works fine!
I was hesitant to restore to factory settings and install from a back up as other people advised online. -

I get a Message on iPhone 4S, "Cannot Connect to iTunes Store." How can I access iTunes Store? Yes, I am WiFi connected.
Well folks I finally got my "can't connect to iTunes" issues fixed. Seems that there was an unauthorized change to my email address and account therefore not allowing mr to connect to iTunes.
Here is how I got it fixed.
1. Contacted iTunes store support
2. Followed their instructions and replyed with the following info:
An order number from one of my purchases
Last 4 digits of the c.c. Used for the iTunes store acct
Answer to one of my security questions
And 2 items from this list.
Birthdate
Billing address for Acct
Phone number on acct
It was after all of this that they saw that someone had made an account modification back in February when the issue began. Seems they changed my email address just slightly and that is what kept me from being able to sign in and not a password issue. This was likely due to a phishing email that came out in conjunction with iCloud asking users to change their passwords to a more secure form by adding a capital and number.
To get all of this cleared up it took about 4 days as we emailed back and forth. I also needed a seperate email address they could use to send me info. Once they determined the issues and went to get them fixed by changing the email address associated with the acct and I created a new password I was able to access iTunes with no issues and even my previously thought lost acct balance was there.

I have been trying for over a week to connect to itunes to update my aps. I keep getting msg saying "cannot connect to itunes". no error msg other than that. I have most current version loaded, i have tried connecting thru wireless at home, at office and on 3G. Same msg everywhere. I have turned off ipad, waited and turned back on. I have synced ipad and laptop. I have changed password several times. No problem using Safari, no problem using aps installed, just can't get to itunes to update them. any suggestions would be greatly appreciated. oh, I have also read everything Apple has on their support links also.
Could be many things... Software up to date? Disabled your anti virus software? Turned off the Firewall? Your internet connection...

I have gone to day and still get "Cannot conect to itune store" message on my ipad. My wifi connection is very good. I can run Safari and get mail and run all other apps that require internet.
i have the same problem and all anyone does on the forum is to refer me to the same help page from apple whcich is of noe help at all. my wifi is fine everything on the ipad works and connects except to the apps and itunes. can someone give me some real advice please. this problem is driving me crazy. ive searched forum after forum and i cant find nay real answers. thanks

Please help. i upgraded to IOS6 few days ago and after that I cannot access the application store.
Try this:
1. Go to Settings>General>Date and Time>Set Automatically>Off
2. Set the date ahead by a few months
3. You should then be able to connect to the store
