Cannot download app with WIFI, but in 3G works

Im using iPhone 5s with ios 8
The problem is if i connect to wifi, i cant download the apps, it will said "could not be downloaded at this time" even though the download status in app store is 100%
but there is no problem whnen i using 3G data to download!
please help me!~!

I found out the hard way of spending about 8 hours troubleshooting for both the iPhone and iPad, that unless you have the Enterprise Data plan ($49.99/month plan) with AT&T they block ipsec traffic on their 3g network. You can get phase 1 to complete but never pass traffic while on the 3G or Edge networks, but works like a champ with the same configuration on a wireless network. The only solution is to upgrade to the Enterprise data plan with AT&T. Alternatively I use a Verizon mifi device and VPN works great via my iPhone and iPad and goes everywhere with me.

When i download Apps with Wifi they stay in "Wait" and when download with 3G they Have not problem

Cannot download apps with PC, because I cannot login

hope someone can help me. I have bought my Blackberry 9700 in Germany. There I have logged into the app world via my phone and downloaded a few apps. Now I am in Russia and would like to download an offline dictionary. However, I do not have any internet on my phone now, so I would like to use my PC. Using my PC I have found apps that I would like to download, however, always if I click on download, I am redirected to the login interface. Of course, I have successfully and correctly logged put my login data, but not been directed to the download. Instead I always get a very strange russian site (I do speak russian, but this doesn't look like a complete site, there are only some small pictures of 3 blackberry phones on the left side and a few russian words like "buy". If I click on them, the site either breaks down or redirects me to the standard page, but at the same time logs me off again ... consequently, I just do not get into the world to download the apps.
I would really appreciate any help, because it is by now driving me mad!

Welcome to the BlackBerry® Support Community Forums.
Currently downloading applications directly from BlackBerry World using a computer is not an available feature. When you select the download option an email with a link is sent to you so you can download the application directly from the BlackBerry smartphone.

How to share downloaded apps with wife?

This should be simple. I've installed apps purchased with my iTunes account on my wife's iPhone using iTunes on my computer. She wants to be able to use the apps and install music purchased with her iTunes account, but when she tries to install music purchased by her, she is told that she would have to delete the apps first.
What is the solution here? Do I simply have to log into my iTunes account on her computer?

If she wants to purchas content from the apple store, she can use either your account or her account. If she wants have access to the content that she's purchased then she'll need to be signed into her account, and sync / install the apps that are on her computer to the iphone.
If you want her to use the same apps that you've bought, then I suggest trying the Homs Sare in itunes, you'll need to sign into itunes with your apple ID and then select your computer and transfer the apps over that way. I haven't tryed it myself because I've only got 1 apple ID, but I have used that to tranfer content between 2 computers before.
The other way that you could get her to access your apps is by transfering them via the Iphone. Otherwise you could just let her use your apple ID to purchase content from the apps store if that's easier. Hope this helps

Definitely sounds like an issue with your Wi-Fi network. Do any other devices on the network have similar issues? Is it an issue only with downloading apps? You can check by trying to load a website in Safari.
I would try turning your Wi-Fi router off for 1 minute, and back on again.
After doing that, disconnect and re-join the Wi-Fi network on your iPhone and try downloading an app again.

Since the applications were purchased on the older account, you will need to log into that account to update them. The newer account will not recognize the purchases because they are not a part of the purchase history for the specific account.

Sorry to say that you may be at a dead-end as far your your device goes. You can't update to any iOS version above 5.1.1 due to hardware limitations of the iPad 1st gen...thus, you cannot use newer apps that are released. Use the link that Niel provided. You are still able to use the apps that are currently on the device but as far as newer apps that require iOS greater than 5.1.1, you're stuck.

I'm using ipad mini,
it suddenly stopped installing apps from appstore, did a little search about it and sign out-sign in again, reset the device, even reset my data but the problem continues.
I can download app with itunes in my laptop and sync with ipad then it is installed on device naturally, however I cannot use laptop all the time to install app which is very annoying.
I checked the purchased apps tag in device and nothing is on the download list, same goes for the itunes on my laptop. So I'm starting to get very disappointed about the ios and apple, any suggestions how to fix the problem?
I'm also thinking that if something is wrong with my icloud id/account ??

Problem solved. Here is the situation, when i connected to a differen wifi it solved, however it is interesting still;
connected:
wifi 1: internet works correctly, safari and the other apps work BUT not downloading apps, just waiting.(virtual router)
wifi 2: internet works and also appstore works.(connectify)
It's just stupid.
