Cannot download past purchases

So I'm being told that I cannot download my past purchases for 43 days or some such. I read a few other forumns and they say this is a security thing. Here is the thing I don't understand. So I just purchased a NEW movie, and I cannot even download that for 43 days. Seriously... when did this start and why? If I purchase something via my apple TV, why can I not then download a copy to my iMac? I understand the 'past' purchase thing, but I just purchased this.

I removed the sim card, reset the phone by simultaneously pressing the power and the home keys then turned off wifi. Put the sim card back in, it asked for the Apple ID password and I just hit cancel and the phone worked fine after that. Come on Apple, get your stuff together.

So i signed into my other itunes account to download some purchase i had made on that account, went to sign back into my new account and download purchases i had made on my iphone adn it tells me "You can download past purchases on this computer with just one Apple ID every 90 days. You cannot associate this computer with a different Apple ID for 90 days.". This is a shared family computer with multiple Apple IDs being used on it. Not cool apple. This needs to be figured out. Not acceptable for families that have more than one apple ID to have to wait 3 months to download old purchases. Get real. Any way i can 'override' this?

You can use multiple AppleIDs to purchase new music but you are limited as to how frequently you can change authorizations for re-downloading past purchases. It may well be a measure to deter piracy by stopping a group of people from going around to a friend's computer and downloading purchases on the other person's computer. It is easy to avoid by making sure you have backup copies on drives at home so you never need to redownload anything.

I have a mac which my fiancee and I share. There are 2 separate accounts and 2 separate apple ids used to buy different music (i.e. we have 2 separate iphones and music collections).
I received the following error (see uploaded image) which states that, "you can download past purchases on this computer with just one Apple ID every 90 days".
Now, when I sync my iTunes and iPhone only some music that I have previously purchases is affected. For some reason they failed to sync with my iPhone and become unavailable in my iTunes ("file cannot be found"). When I deleted the record I saw that it became available for download in iTunes and then discovered this issue.
I have legally purchased the music and just want to be able to sync the files legitimately. It just seems very restrictive to say that you have to have 2 different machines for every account (i.e. you cannot have multiple users on a device with their own accounts which each have their own Apple IDs).

(Note, mine says 28 days because I have been waiting for a fair bit for this to go away.)

You can't keep changing the ID you use with iTunes, you are limited to once every 90 days.

Running iTunes on my Mac and when I try to download past purchases, I get:
"This computer is already associated with an Apple ID.

Why is this? Shouldn't I be able to download what I've purchased whenever? Is there a setting I have wrong?

Let's play make-believe. In a far, far away land there's a company that designs software. This company wants to sell music but the people who distribute music are freaking out at the idea somebody may get all their friends to share their account IDs so they can sign onto multiple accounts in rapid succession and download all the music their friends had bought so they don't have to buy it too. So the company has think up ways to discourage people from re-downloading past purchases (but not making a brand new purchase) or else the big media companies who live on the hill won't let them sell music.

I've heard that I can Download past purchases that I have lost for free with 10.3. Is this true?

I'm having a lot of trouble getting my head around 10.3 version of iTunes. I recently lost a few albums in a computer fault and just wanted to know if/how I can get these back for free?

i have purchased an ebook but cannot download it as the book icon vanishes before i can clic on it. I have both a version for ipad and one for kindle, which is also on my ipad, and the same thing happens. I have contacted the publishers who tested te ibook on their own device and had no problem.
