Cannot get location services  to turn on

I cannot get the "Location Services" to turn back on on my Iphone 5.  It's like the button is stuck and will not move.  The others work

You might need to restart your iPhone. If that doesn't do the trick, try resetting it.

    I finally just resolved this after not being able to enable location services since upagrading to iOS 7. Posting the solution here 'cause I couldn't find it anywhere else.
    I enabled Restrictions under Settings > General > Restrictions and created a passcode (I'm not sure if this was part of the solution, but it wasn't enabled for me by default.)
    In Restrictions, under Privacy, Location Services was set to "Allow Changes" (This still didn't solve the issue of the greyed-out Location Services switch though - I still couldn't turn it on.)
    Also in Restrictions, I also switched "Find My Friends" to "Allow Changes"
    Once I did step 3, the switch under Settings > Privacy > Location Services was no longer greyed out and could be switched on.

    That is what Activation Lock of iOS 7 does
    In addition, it renders the iPhone totally useless to anyone who doesn't know your Apple ID and password.

    Let's say I use iCloud, so I turned on Find My iPhone.
    But, I like to save battery, so I turn Location Services off while Find My iPhone is enabled, and I understand completely that if Lost Mode is enabled, then Location Services are turned on and enable Find My iPhone.
    Scenario:
    I go traveling. I lose my phone. It gets stolen. Location Services were turned off (I like to save battery). If the thief were to try to restore the phone, would he/she get a message saying "Find My iPhone is enabled. Please turn it off before restoring this iPhone."? OR, since Location Services are off, would the restore go on ahead without any confirmation?
    This scenario is assuming I don't activate Lost Mode before the thief can plug the device into his/her computer and attempt a restore.
    So when Location Services with Find My iPhone enabled are turned OFF, would Find My iPhone still be considered ON and therefore, give a confirmation message before any restoration?
    I just want to verify that I'm still secure even when I turn off Location Services to save battery.

    I have a WiFi iPad 2 w/iOS 8.1.  I want to use PayPal Here that requires location services in my nursery.  It works fine outdoors but inside our metal buildings with metal roofs the location services do not work (and PayPal Here does not work) even though I am still connected to our WiFi network.  PayPal support is no help.  How can I get location services to stay on inside the buildings?

    for the last couple of weeks i cannot get my flash to turn off on my phone4, even when battery is completly empty it still stays on. It also drains my battery very quickly.

    Generally 10-20 seconds.  If it goes beyond 45 seconds it probably will not reset.  At this point you should plug the phone into a wall charger for at least 45 minutes to be sure it has an adequate charge, then try to put it in recovery mode to restore it, as explained here: http://support.apple.com/kb/ht1808.  If you can't put it in recovery mode you will have to try to put it in DFU mode to restore it (see https://discussions.apple.com/thread/2648467?threadID=2648467&tstart=0).  If that fails, then you will need to bring it to the Apple store for evaluation.  It should still be under warranty.

    - If you previously turned on the FIndMyiPod feature and location service is on, and wifi is on and connected go to iCloud, sign in, and go to FindMyiPhone. It the iPod has been restored it will never show up.
    - Report to police and change the passwords fro all accounts used on the iPod.

    I can find my iMac and my Mac Book Pro, but my computers can't find my iPhone.  It keeps telling me my iPhone is Offline when it's not.  It tells me to turn on my "Location Services".  It was always turned on.     The only way to locate/disable/erase any lost/stolen iPhone/iPod Touch is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords.
    If your carrier offers Blacklisting & they Blacklist the phone, it will be unusable as a phone.
    If locked with a passcode, all a thief or whoever finds it has to do is force the phone into recovery mode & restore it. While this deletes all data on the phone, it also removes the passcode so the phone can then be used as a phone or touch.
