Cannot install apps in windows 8.1 store

When I try to install an apps in the windows store, I get a message, Your purchase couldn't be completed, something happened and your purchase couldn't be completed error code 0xc03f40c8, i have not been able to solve this problem.

    Cannot install iTunes on Windows v8.1 64 bit.

    The old blue iTunes worked fine on my pc, then along came the new red iTunes, which initially refused to install from an auto-update notification, saying it didn't have permission to access one of its own folders (self access to all its other folders was ok).
    I then tried a manual download and install as suggested by the auto-update failure dialogue and that was exactly the same - failed at the last hurdle and had to reset itself.
    I then tried download and install from iTunes site and this installed without problem, but the application will not open, neither from the desktop icon with user or admin rights, nor from a direct open or run as admin from the iTunes folder .exe file.
    I have tried a repair install and an aggressive uninstall to ensure any TSR components are purged followed by a clean install - no difference.
    My other pc is no problem and iTunes installed and runs on there fine, so it must be a configuration problem on this pc only.
    I disabled my antivirus and malware detection during the install and made an exception for iTunes, to no effect.
    When selecting the app I get a blue circle for a few seconds then nothing, no dialogue or notification of problems.
    Any suggestions welcomed.

    Yesterday, in the middle of upgrading an app on my iOS 7.1.1, I tried to install another app and it prompted me to enter my AppleID password. From that time selecting any app from the App Store on my device would SILENTLY not do anything, ie. Click on FREE --> Click on INSTALL --> after a few moment the icon would revert to FREE, ie. No error messages, nothing, ziltch, nada !!
    I then spent hours not finding any exact same problem on numerous forums, but found a similar problem, albeit with Apple actually bothering to give an error message, on this blog:

    What disgusted me all the way through my search was the IDIOTIC advice that Apple was consistently giving users with similar problems – they had them upgrading to the latest iOS (what a waste of time, as when you happily have a stable platform, you have to deal with a whole new set of things not working – theoretically could be okay, but Apple have consistently proven they ****-up every iOS release), and then fully resetting their device and wiping out all their settings (doesn’t seem to bother Apple to waste their customers time).
    After successfully fixing the problem, you realise when reading the other blogs that Apple knows what the problem is, but due to their obsession with a sealed user-de-enabled environment, they don’t want to provide access to the tools (why not? You’d think by iOS 7 they could have by now integrated soft recovery tools safely in the OS), but would rather make users corrupt their devices by dancing them in circles rather than admit what the problem is, and that 3rd party tools can fix.
    The solution? This linked blog indicates Apple get a corruption in their SQLite database that manages downloads. I installed macroplant.com’s iExplorer (I have no affiliation) and voila! renamed the offending file, and after a sluggish 30 minutes (where is was likely rebuilding the file), I could then install apps  again on my device. NOTE: no upgrading to later buggy iOS version, and no resetting my device and wiping out all my good work.

    SYMPTON:
    Cannot install apps directly on Apple iPhone / iPad / iPod with no error messages.  User AppleID and other settings are correct and confirmed.
    RESOLUTION:
    Used 3rd party tool (get it and install it now before they remove the free DEMO mode) – macroplant.com – “iExplorer”
    QUESTION:
    If Apple insist on having a closed / sealed user environment, why (given how many iOS iterations they have gone through) haven’t they included the tools in the iOS to fix database corruptions without dancing users through timewasting upgrades and wiping out their settings, when this won’t fix the problem?

    I am having the exact same problem with trying to sync my iPad with my computer. To make a long story short, I had to reinstall Windows for my computer and therefore had to reinstall itunes.
    I have done back ups in the past for my ipod touch and other ipods with no problems, but unfortunately I have never been able to back up my iPad. During a sync, the iPad would always disconnect from my computer and it would never finish. it would say the connection was lost, but nothing is wrong with the connection.
    So now I have over 100 apps and thousands of pictures that I am afraid will be deleted if I run the sync in itunes. I have tried to transfer purchases and it goes through the list of apps, but nothing is ever transferred.
    Any help would be appreciated. I am not interested in jailbreaking my iPad to solve this problem. There should be a fix for this and I want to upgrade to ios 4.3 as the original poster. Please help

    For general advice see Troubleshooting issues with iTunes for Windows updates.
    The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down the page in case one of them applies.
    Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.
    If the above steps haven't helped try installing:
    iTunes 12.1.0.71 for Windows (64-bit - for older video cards) - itunes64setup.exe (2015-01-28)
    which is a 64-bit installer for a 32-bit core program, similar to previous 64-bit releases of iTunes.
    Or roll back to:
    iTunes 12.0.1.26 for Windows (32-bit) - iTunesSetup.exe (2014-10-16)
    iTunes 12.0.1.26 for Windows (64-bit) - iTunes64Setup.exe (2014-10-16)

    Okay, I like so many cannot install iTunes on Windows 7 64bit.
    Now Orginally I got a message saying something to the effect of:
    There was a problem with the install you do not have permission for something...
    Through some investigating my iTunes was being installed and removing all my permissions to view and/or modify files within that folder. Even if I was logged in as admin and installed as admin all the permissions would simply block me out.
    This kind of had a familar feeling as in the last few versions of iTunes I had to run as admin just to open it (this is really annoying by the way)
    So I searched the net and many people were saying to uninstall everything "Apple" and try again.  So I did that.  Now I have this new message:
    there is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor.
    And again I scoured the internet for a way to fix this.  I apparently am supposed to goto Control Pannel/Programs and Features and select Apple Software Update and select repair.  The problem is that no longer exists in my programs list since I removed it in the earlier step. iTunes still refuses to install spitting out the same error forever. I tried the Microsoft "fix it" tool which is supposed to remove the Apple Software Update incomplete uninstall (which is apparently the whole problem) but it doesn't show up in the list for "fixing".
    I am at a loss.  Why doesn't Apple fix this.  I cannot update my iPhone to the latest software in fear I may need to restore it. With no iTunes that is impossible.  I cannot change any of my music or do anything until this is resolved.  If/when iPhone 5 comes out I cannot get it either unless this issue is taken care of somhow.
    I searched for an installer for just the Apple Software Update program But it seems to not exist as a standalone thing (it would be useful if it were though). If it were perhaps I could install it again and then successfully remove/repair it and iTunes might install finally.
    Now I have had previous versions of iTunes working perfectly fine.  I do not recall which version I was using before I tried to update and fell into this abyss however.

    Yes b noir. I've tried running just "iTunes64.msi" from the command-line and while it didn't produce the same error "There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vender." it produced a different error in bold-type "iTunes Installer Completed" then "The installer encountered errors before iTunes could be configured...Errors occurred during installation. Your system has not been modified...Please run the installer again, or click Finish to exit". However, I discovered a wealth of options from the Windows Installer to try after typing "iTunes64.msi passive"...So I'll experiment some more when I have time.
    P.S. I'm becoming more convinced that Apple is putting new software out there to get it debugged which was a trick that MicroSoft always seemed to do:-)

And my BootCamp on Mac didn't offer me to burn cd with drivers for windows as I saw in many instructions. How can I resolve the problem? Thanks a lot.

    Go back to Boot Camp: on the 2nd page you get this:
    Download the support software and as Windows is already installed uncheck the 2nd box.

    You can turn off iTunes match from settings> music> iTunes match> off. However you may wish to simply hide the content which is not on your phone until you are in a location where you are able to download content that isn't. You can do this at settings> music> show all music> off.

    I installed an MDM policy through Apple Configurator.  That policy temporarily has installing apps disabled.
    When connecting an iPad to my computer and running Configurator, it does not allow me to override that profile to install apps, nor does it let me remove the profile, even though the profile was installed with the Configurator in the first place.
    This is becoming a hassle specifically when a student forgets their passcode and the iPad disconnects from the WiFi.  Because I cannot install apps, and in turn remove profiles, I cannot wipe the passcode on the iPad without wiping the whole device.
    Is there a way to update through configurator without installing apps?  I know I can deselect them, but I don't want to uninstall them due to the fact that students have lots of work saved in some of those apps.
    Any suggestions?

    The GPO message turned out to be a complete red herring. Here's how I resolved it:
    Go to the Add or Remove Programs section of Control Panel and remove the SQL Server Setup Support Files.
    Browse to C:\Program Files\Microsoft SQL Server\90\Setup Bootsrap\Cache\SQLSupport\x86\1033 and run SqlSupport.msi
    Run the Service Pack 2 installer again, the Setup Support Files should show status 'Upgraded' on the feature selection page. The rest of the installation should complete successfully.
