Follow Microsoft instructions below on how to take control of the Folder. You may apply this on your C:\Program Files(x86)\iTunes
You may take the ownership of the folder and then use the steps to grant permission to everyone–
Locate the file or folder on which you want to take ownership in windows explorer
Right click on file or folder and select “Properties” from Context Menu
Click on Security tab
Click on “Advance”
Now click on Owner tab in Advance Security Settings for User windows
Click on Edit Button and select user from given Change Owner to list if user or group is not in given list then, click on other users or groups. Enter name of user/group and click ok.
Now select User/group and click apply and ok. (Check “Replace owner on sub containers and objects” if you have files and folder within selected folder)
Click ok when Windows Security Prompt is displayed
Now Owner name must have changed.
Now click Ok to exist from Properties windows
Once you have taken the ownership of file or folder
Grant Permissions to everyone-
Go to C: and then click right click on folder and chooseproperties.
Then go to security tab and click Edit then clickAdd => Advanced.
If you click on advanced now click on Find Now and chooseeveryone and click Ok.
Then again click Ok and now click onAllow => Full control => Ok.

I have a brand new HP laptop windows 64bit that is having issues installing Itunes 10.6.3. Whenever attempting to install, I get the error message : "THERE IS A PROBLEM WITH THE WINDOWS INSTALLER PACKAGE. I have tried extracting the itunes package and installing the executables seperately, but everytime the error stil arises. I cannot repair the apple software update as it cannot install from the error mentioned above. Looking through the logs, it shows error : 1721, problem with windows installer package.Does anyone have any suggestions on what to try?

If you can't find ASU, go to Control Panel:
XP - Add n Remove Programs
Win7/Vista - Programs n Features
Highlight ASU, click change then Repair. -

Apparently it's an itunes issue. I just tried to update and got the same issue. Called att to activate my iphone 4s and they say they can do the swap but apple is telling them itunes is down atm. So will have to wait

Just in case, let's try a standalone AppleSoftwareUpdate.msi install.
Download and save a copy of the iTunesSetup.exe (or iTunes64setup.exe) installer file to your hard drive:

Download and install the free trial version of WinRAR:

Right-click the iTunesSetup.exe, and select "Extract to iTunesSetup". WinRAR will expand the contents of the file into a folder called "iTunesSetup".
Go into the folder and doubleclick the AppleSoftwareUpdate.msi to do a standalone ASU install.
(If it offers you the choice to remove or repair, choose "Remove", and if the uninstall goes through successfully, see if you can reinstall by doubleclicking the AppleSoftwareUpdate.msi again.)

I had itunes set up and working since i have had my iPhone and iPad. One day it asked to be updated, so i did. After it updated it stopped working because whenever i tried to open it it would say "this shortcut has either been deleted or moved would you like to delete this shortcut". This kept on happening so I uninstalled it and tried to reinstall it, but then comes my second problem. iTunes won't upgrade to10.5. I'm on 10.1.17.
When installing 10.5 it terminates with an error message "There is a problem with the Windows installer package. Contact the package vendor".
It does not provide an error code or details/description to further troubleshoot. As a result I can't upgrade my Apple devices to leverage the cloud.
Any smarts out there who could help?

Thanks muchI know there's a million threads like this, but I thought I'd record my experience. I, too, was having the original poster's error when I tried to update iTunes on Windows XP. I think I was stuck on 10.
I solved it by un-installing iTunes and every other Apple app. I discovered that Apple Software Update would not un-install as its MSI file could not be found. I used the "Windows Install Cleanup" tool from Microsoft to remove Apple Software Update from the list of installed programs. Google "kb290301" for a Microsoft page that includes a download link for it. After that, I was able to install a fresh copy of iTunes 10.5.2.
I'm not sure why this app's folder and MSI were missing from my computer. I had once used Laplink PC Mover to move everything from my old computer to this one, and perhaps it missed a bit. -
