Cannot make outgoing or receive incoming calls

On an iPhone 4 not a 4S, it was updated to 7.1.1 and now it will not make outgoing calls or receive incoming calls. If it is put in airplane mode it works once or twice then it stops. I wiped the phone completely, did not restore from a backup and it made a few calls then the next day it would not work again. What is going on?

I've had the same problem with the iPhone 4 that I gave my daughter. 2 weeks of restoring and turn stuff on and off. In options the "Carrier" kept disappearing and I was told to restore....... You may laugh, but after trying every possible option on the Net, I did a last ditch attempt of my own. WD40 sprayed onto the SIM (not too much!) and inserted before it dries out worked a treat! No problems since. Permanent signal, and no " Can't recieve or  make calls........"
Must've been corrosion or dust on the SIM contacts in the phone confusing the hardware.

    I just got an iPod touch 4th gen yesterday, and tried out the facetime feature. However, I found that I can only RECIEVE calls. when I try to MAKE a call, (and trust me, the contact info is correct), I get a constant ringing, and no notification on the receiving iPod that a call is coming in. I know this because my sister has the other iPod, and I can receive calls from her perfectly fine. We're on the same wi-fi network.
    I have rebooted the iPod multiple times, so PLEASE skip over the obvious stuff.

    It sounds like you are unable to make any calls, but you can recieve them, and everything else seems to work fine. I recommend you use the troubleshooting in the following article to help you get that resolved, named:
    iPhone: Troubleshooting issues making or receiving calls
    Follow the steps below to resolve this issue. Please test after each step.
    Toggle airplane mode: Tap Settings > Enable Airplane Mode, wait five seconds, then turn off airplane mode.
    Check your phone settings:
    Check your Do Not Disturb settings: Tap Settings > Do Not Disturb.
    Check for any blocked phone numbers: Tap Settings > Phone > Blocked.
    See if Call Forwarding is turned on: Tap Settings > Phone > Call Forwarding.
    Ensure that your software is up to date:
    Check for a carrier settings update.
    Check for an iOS software update. 
    Note: Some updates may require a Wi-Fi connection.
    If the iPhone has a SIM card, reseat the SIM card.
    If the iPhone 4 or iPhone 4s is on the Verizon network, dial *228 from the iPhone and select option 2 to update the Preferred Roaming List (PRL). The PRL determines the cellular towers the phone uses for cellular service, selecting those with the best signal strength.
    Reset the network settings: Tap  Settings > General > Reset > Reset Network Settings.
    Try to make or receive calls in another location.
    Attempt to isolate to one network band:
    If you're having the issue on LTE, disable LTE, if possible, and try again.
    If you're having the issue on 3G/4G, disable 3G/4G, if possible, and try again.
    Contact the carrier to check the following:
    Your account is properly configured to use the specific iPhone that has the issue.
    There are no localized service outages.
    Your account doesn't have a billing-related block.
    Your calls don't have errors on the carrier system.
    Restore the phone as new.
    If the above steps don't resolve the issue, go to an Apple Retail Store, carrier, Apple Authorized Reseller, or contact AppleCare to send the phone in for service.

  • Can accept incoming calls but cannot make outgoing...

    So I've been in this one skype group for a few months, and everything's been fine up until this point. What's happening is that I try to call the group, which I've never had a problem doing, but it just keeps calling and calling and no one receives it. I can't end the call either, I have to wait until it finishes "trying" to call. I can receive incoming calls with no problem though. 
    I've also been having a small problem every now and then where I lag out of a call, and I know this has nothing to do with my internet because everything else is working perfectly fine.
    I have Windows 7, do not have the latest version of skype because I don't like it at all... And I know that can't be the problem because the older skype's been working fine for years. I'm not sure what could be causing this problem now, but if anyone could suggest something I can do to fix it (without updating skype), I'd be really grateful.

    If your facetime does not work and you don't see the facetime button when you try to initiate a call try texting yourself. Sometimes your phone company has deactivated your text messaging when you hook up your new Iphone 4. Phone them and get it reactivated and it will work. You need three things to activate facetime. 1. Cell phone service (naturally) 2. connection to a router (wifi) and 3. text messaging that works. A text message is sent to complete the connection.

    It sounds like you are trying to make a call with FaceTime, it never finishes connecting to the person you are trying to reach. I want to recommend the troubleshooting steps from this article named:

  • IPhone 6 Plus cannot make outgoing calls and cannot send text messages

    I haven't been able to make outgoing calls and outgoing messages through my iPhone6+ since yesterday.
    I have done research and have tried suggestions like turning the phone into airplane mode, turning off the iPhone, re-setting the network settings, erased all the content of my iPhone and restored backup, erased all contents and used as new phone but I still cannot make outgoing calls nor can I send test messages. At first I thought I did not have sufficient money on my sim card however when I tried my simcard on another iPhone, it worked perfectly. I also tried another simcard on my iPhone, but it still can't make a call. I have never had this problem since I got my new iPhone6+ last December. This is the first time I've had a problem like this with an iPhone and I've been using the iPhone since iPhone 4s,iPhone 5 and iPhone 5S. Could there be something wrong with the unit that I have? Is there any other troubleshooting I could do?

    If you restored the device as new and it did not work, then I suggest you contact your carrier. The function of phone calls and SMS messages is a carrier function. They would need to test your account. Your only other option would be to make an appointment at the Genius Bar to have the device examined.
    Can you receive a call and/or message? If so, then I would suspect the SIM and the carrier.

    Contact your carrier. Phone functions are a carrier responsibility. Have them check your account. Are you seeing any error messages?

  • I Cannot make outgoing calls since i've installed ios 4.0.1

    I need help i don't know what happened about apple since i've installed ios 4.0.1 in my 3gs iphone it reboots when i'm calling, i hear metallic sounds, i lose signal sometimes and now i cannot make outgoing calls it's crazy.

    My default printer was "Epson Stylus Photo R1900 Series" as usual. There were two or three printer icons with XPS in their names. I deleted all with XPS in their name. The printing began working immediately! THANK YOU.

  • Iphone doesnt receive incoming calls

    Hi, for about 2 weeks i cannot receive incoming phone calls any more. Earlier it worked without problems. Now even in the phone log, no incoming calls are registered. I can make phone calls by myself, i can receive incoming calls by facetime, but no phone calls or sms. The phone is not muted (i tried the button already) . A complete reset of the phone did not change anything. Has anybody an idea what i can do?

    My carrier did not know a solution, but proposed to send the iphone back to apple.
    I removed all photos and videos. Just before i wanted to send it back, it suddenly worked again.
    Now i wonder how long it will work. After all it seems like a software problem to me.

  • Agent Desktop Error When receive Incoming Call

    Hi, I have  CAD Ver 8.5.1.39   |   CUCM Ver 8.5.1.10000-26   |   UCCX Ver 8.5.1.10000-37  running on my network now.
    there some problem occurs when I put an Agent into the Line Group with Top Down Distribution call(actualy all the Distribution call type face the same problem).
    1. When the Agent Receive Incoming Call from outside(PSTN) sometimes the CAD don't Show Up and show no response but the CIPC work normaly. showed in  Not Responded.jpg
    2. When the Agent Receive Call and it is show up. I can't answer the call. When I press ctrl-A or i push the answer icon i got the error message show in error.jpg , sometimes when i want to make a call the same problem happens
    3. When the Agent Pop Up and the caller end the Call before I can answer. The call got stuck in Agent and Agent cannot make a call. Agent must logout and login again to fix this problem, show on the stuck.jpg
    4. When the problem 3 occurs and if the Agent don't fix this problem, the stack got more caller. show in stuck2.jpg
    I dont know why this happen, all the call come from outside(PSTN). when I test call from internal the problem doesn't occur.

    I have an auto attendant, for example like this:
    Welcome to the XYZ Company,
    Press 1 for purchasing (10 Agent)
    Press 2 for Consult (5 Agent)
    Or press 0 for operator help (3 Agent)
    When the consumer press 1, I want the call distribute to 10 Agent in the Purchasing team.
    To make scenario like this I use the hunt pilot and to use hunt pilot i must have line group first.
    So I need to put the 10 Agent into the Line Group.

    My iPhone 5s does not ring when receiving incoming calls yet I have signal, do not disturb is off and I receive texts or voicemails notifying me of a missed call which I can return immediately. What is going on? How can I fix this?

    Yes the ringtone works. I know you are trying to help however I am fairly tech savvy and have eliminated all basic user defined settings that could cause the issue. The issue is not that there is no sound the issue is that there is no call incoming notification at all. The call does not connect to my Boone to even make it ring and display as a missed call

    I can't receive incoming calls and sms on my iPhone 4 after the 3G connection has been activated and used actively by me. Outgoing calls and messages do work and as long as I use the Wi-Fi connection everything's fine but the problem appears after switching to 3G. Any help? Thx in advance!  

    I think the next step is to do a reset by holding the sleep and home buttons down at the same time until the Apple logo appears.  If you haven't done this before, keep holding the buttons when the turn off slider appears.  The screen will go black and after what seems like an eternity, actually several seconds, the Apple logo will appear.  When the logo appears, release the buttons.
