Cannot purchase from AppStore

Hi Guys,
I have only had my iPad for a week, and had no issues with it at all... until now.
I've tried to purchase some apps from the app store, when I click the price of the app, it goes green to say Install App... when I tap it again to install, it just goes back to the price. If i tap the price, it prompts me to install, when i tap, it goes back to the price.
it's doing this over and over and over and over... and then finally it will work, and the app will appear on my screen... but then it doesn't download. it just says waiting.
Sometimes I get prompted to enter my iTunes password... and then nothing.
I've restarted my iPad. I've even gone into Settings -> Store and signed out... but when I go to sign in, it tells me my password is incorrect (despite being the same password I've always had).
HELP!

Update.
I turned my ipad off, and left it for 30mins.
Turned it back on and went to Settings -> store. Entered my details and it still said my info was incorrect.
Tried the AppStore, and re-tried the apps that weren't downloading. No longer having the tap to install issue as previously mentioned (yay!). Tapped to install one of the apps, was prompted for my login details. First time, it said it was incorrect. Second time, it said the appstore was unavailable, and the third time, it downloaded.
Same process for the remaining apps... they took a lot longer than usual to download, but it seems to be working okay now.
Not sure if the AppStore was having maintenance done, or if anybody else is / was having this issue??

No, you can only successfully gift to people who are in the same country as yourself - the gifting may appear to go though, but your wife won't be able to redeem it

I cannot remember the answer to my security questions, so now I cannot purchase from the iTunes store. Incidentally, I remember my password and can connect on my iPad.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then the steps half-way down this page give you a reset link on your account : http://support.apple.com/kb/HT5312
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.
Contacting Apple about account security : http://support.apple.com/kb/HT5699
When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 link above to add a rescue email address for potential future use.
If you also can't remember your iTunes account's password then you can try getting it reset via http://iforgot.apple.com or by contacting support via the HT5699 link above

TS3297 itunes 10.6.1 now asking for 3 security questions. After input I get "error in the itunes store -1202". I cannot purchase from the store.

Running Vista Ultimate. Itunes 10.6.1 is now asking to answer 3 security questions before accessing the store. After entry I get "error in the itunes store -1202" I cannot purchase music at this point. Any help is appreciated.

This problem is resolved. I deleted the old iTunes (with write permissions turned on for my account) and reinstalled successfully. Removing the deleted iTunes from Trash was troublesome even with root but after playing around with permissions and flags, I was able to remove it.

This question is asked frequently so I'll just quote the most succinct answer (courtesy of Dave Sawyer) from the many given:
In order to buy from any given country's iTunes Music Store, you must have either:
a) a credit card with a billing address in that country, or
b) a mailing address in that country and a gift certificate or a prepaid card that was bought in that country.
If you cannot fulfill one of these two sets of conditions, you will not be able to purchase from any given country's iTMS.
.......this is due to restrictions placed on Apple by the record companies and other rights holders (who are often completely different from country to country and so all require their own individual negotiations and contracts), not by Apple's choice. And this also applies to all the legal download stores that carry major-label content, not just the iTMS.

ITunes down! Cannot purchase from iTunes Aug 28, 2013

ITunes store is down again. Cannot purchase apps, movies, music...anything from Brisbane Australia.
Apple tried telling me it was my bank's end problem, which there was a problem on NAB server end so they were half right, but then I tried using a different credit card from different institution and had the same response from Apple "payment processing is temporarily unavailable."
PLEASE FIX THIS PROBLEM APPLE!!!

HT204411 Why are games & music not available for purchase from AppStore & iTunes for south Africa?

I get a cannot connect to ITunes error when trying to access iTunes store. Also I cannot doWnload certain games from AppStore. After searching I found out that these options are not available in South Africa. What would the reason be that certain countries don't have access to these options?

Hey ascott57. This is also disinformation. I have personally spoken to the head approver of games in the FPB in South Africa. The rating charge is only applicable for DISC-based games that are sold in stores, so that parents can identify the games for an age group and also for stores to know when not to sell a game. When a game is sold on a mobile system, it is automatically exempt from this rating system, as the selling platform has automatic parental guidance systems built-in.
There is NO reason why developers are not allowed to publish games to South Africa on the iTunes App Store or Mac App Store. This is Apple not having a section, so developers cannot even target that category, because it simply doesn't even exist.
I registered as a games developer for iOS and when I found out that if I develop games for iOS, I can't even publish it to my own country, I let my developer registration lapse on purpose in protest.

Cannot purchase from the Australian iTunes Store while working overseas

I'm an Australian currently working in Papua New Guinea. I tried to make a purchase on the iTunes Store (Windows) and it keeps asking me to verify my credit card Security Code which I did but it tells me "For assistance, please contact iTunes Support". Upon contacting Apple Support, I was told that I have violated the iTunes Store Terms and Conditions and was asked to read http://www.apple.com/legal/itunes/us/sales.html. The two Apple Support representatives I have spoken with refused to tell me what part of the Terms and Conditions I have violated and basically told me to get lost in a polite way.
Now, I find this unacceptable. Firstly, if Apple thinks I have done something wrong then it is Apple's responsibility to tell me what I have done wrong. Secondly, I find it unacceptable that as an Australian, I'm restricted from making purchases from the Australian iTunes Store even that I have a valid Australian billing address, a valid credit card that is issued from Australia.
Is someone in the community able to clarify this?

Yep, they do take American Express on iTunes when you set up your account.
go on Amex website and look for prepaid card - you can apply right there, they ship it within a week.
they also have a website to manage the card
you can link it to your bank account and load it (takes up to 5 days)
you can load it automatically on a monthly or a weekly basis
This should allow you to purchase from Apple.
I use my Visa credit cards, so I've never tried my AmEx, but since they show AmEx as acceptable, it should work. I have used AmEx at retail stores as a credit, so it should work.
