Cannot send iMessages from my iPad 2

Help! I got a new iPad 2 for Christmas. I can receive messages in on it but it will not allow me to reply! This is very frustrating! Can someone please tell me what I am to do? I have checked all of the settings. I have wifi. I have a data plan on my iPhone. According to the salesman, I did not need to purchase the more expensive iPad because I only needed wifi! I would appreciate any help with this!

Several users have reported that iMessage has stopped working, meaning they are unable to send or receive messages after they upgraded their devices (iPad, iPhone or iPod) to iOS 6. Users are also reporting “Not Delivered!” errors in Messages. Here is how to troubleshoot your issue, please try each step until you fix your problem:
Make sure that Messages is tuned on (Settings > Messages > iMessage).
Tap Settings > Messages and turn iMessage off and back on again.
Make sure that your Apple ID or phone number is listed in Settings > Messages > Send & Receive.
Restart your device by pressing and holding the Sleep/Wake button, then toggle the “slide to power off” slide. To turn the device back on, press and hold the Sleep/Wake button until the Apple logo appears.
If nothing above works, try changing your DNS settings as described here.
Note: Your iPhone/iPad or iPod must have a valid cellular or Wi-Fi connection.

    Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
    Or this - Delete the account in Mail and then set it up again. Settings->Mail, Contacts, Calendars -> Accounts   Tap on the Account, then on the red button that says Remove Account.

    I suddenly cannot send email from my IPad Air. Keep getting message that my email recipient
    was rejected by the server because it does not allow relaying.  Don't understand what this means as I have been able to send email before.

    Paula, in most cases this message appears when you are sending email from a ISP server not in the pop settings and SMTP settings in your email program.
    In example if I send out email from my iPad I must be on my own isp's server to send. I have roadrunner but if I send email out using say Verizon's email server I will get a reject notice.
    You did not say what email program you are using but if it is hotmail or yahoo or your isp's email in two of these email accounts there are stand alone apps which work much better than the stock email program on the phone.
    If you are using road runner or another ISP email you must get the proper Pop3 (incoming) server settings and SMTP (send) settings from your ISP
    You can then just go into the Settings-Mail, Contacts and Calendar section and click on the email account and change to the proper settings from your ISP.
    You could delete as you were told but why bother when only the sending and receiving settings need to be entered.
    If the settings are correct, on an iPhone it tests the settings. If correct send an email. If incorrect you will need the proper settings from your ISP.
    It is actually very easy to do.

    I agree, unplug and replug your router, then reset your iPad by holding down the sleep and home buttons, ignore the red power down slider, and wait til you see the silver apple. let it reboot and then try your connection.
    Chances are rebooting the router will help. You may also need to talk to cox. They may need to reset something on their end.

    There is no way for anyone to know if your problem is identical to the problem reported by maria_diaz. She didn't mention anything about getting the "relaying" message. I suggest you start a new question that gives a good title to a specific problem. Then in the body of the thread describe the problem in detail, tell us what steps you have tried so far to correct the problem, what happened, and what error messages you received.

    Check the outgoing mail server setting. Make sure that your username and password are in there.
    Settings>Mail, Contacts, Calendars>Your email account>Account>Outgoing mail server - tap the server name next to SMTP and check in the primary server and make sure your username and password are entered and correct - even if it says that the password is optional.

    What is your iOS version? Try deleting the account in Mail and setting it up again. Repeat in second device if successful/necessary.

    You can use the Messages app to send messages to any iOS device or to a Mac running Mountain Lion. So yes you can send a message to another iPad.
    Both iPads have to have Messages set up and you need to contact the other iPad using an email addresses as the "you can be reached at" email address.
    Do you have it set up correctly on both iPads?

    Have you tried resetting your iPad? Press on the Home and Power buttons and hold both down until the Silver Apple appears. Once the Home screen displays, try messaging again.

    Thank you for your help . The account used to work perfectly until recently, after receiving support from the provider, I deleted the account now I am trying to set the account again. 
    After putting in the first details (name, email, description) Cannot send mail the password or username for "mail.bigpond.com" is incorrect. I would expect this because the information I put in is not for Bigpond. So I press ok & I change the outgoing server (this is the one that is incorrectly labelled bigpond) to aapt, then I press save.
    Then it says "verifying" but comes up with Cannot connect using SSL do you want to try setting up the account without SSL. I press yes.
    Then I get the message "the POP server "mail.aapt.net.au" is not responding. Check your network connection & that you entered the correct information in the incoming mail server. (I ahve already checked this with aapt & it is correct.

    Hold the Sleep and Home button down for about 10 second until you see the Apple logo.

    Why do I get the message   "Cannot send mail, the user name and or password for my email outgoing server is incorrect"?  I use the same account, etc. on my iPhone and haven't any trouble sending mail.

    If your email requires a password for the SMTP server you can set it up in the settings in the General mail setup. Some i.e Gmail require a password for SMTP.
    Otherwise you will probably get better answers in the iPad forum.
