Cannot start mac book air. Screen shows only program bar and screensaver picture

I cannot open my MacBookAir. The screen is black or shows only the screensaver picture and the program bar at the bottom of the screen. Icons do not react on clicks.

From your post I see that your Mac is unresponsive. To try and fix this issue, I'd like you to please restart your computer.
Restart
Do any of the following:
Choose Apple menu > Restart.
Hold down the power button until you see the restart, sleep, or shut down dialog, then click Restart, or press R.
If the pointer freezes on the screen or your Mac becomes unresponsive, press Control-Command (⌘)-Power button to force a restart.
Important: If you force a restart, you may lose unsaved changes in open documents.
If you don’t want the app windows you currently have open to reopen when you restart your Mac and sign in, deselect “Reopen windows when logging back in.”

Firstly, what is the source of the 10.6.4 disc? Is it the original installation disc for your MacBook, or one 'borrowed' from another computer?
It isn't the retail version, because that's 10.6.3.
Assuming it's the correct disc (i.e. the one that shipped with your Mac), you need to boot from it again.
OK the language page.
From the installer screen, ignore the continue button, go to the menu bar and choose Disk Utility from the Utilities menu.
In DU, select your internal drive in the sidebar (the top item with the makers name and serial no.).
Run Repair Disk. If that comes up as disk OK, click the partition tab. Select the partiton from the drop-down above the graphic; 1 partiton is all you need.
Go to the options button and ensure that the partition scheme is GUID and the file system to Mac OS Extended (Journalled). Name the partiton (usually Macintosh HD), click Apply.
When the Macintosh HD volume appears below the drive name, quit DU and see if you can then install.
If the screen after the language screen doesn't show the menu bar, it may be necessary to use another Mac to do the job with the MB in Firewire Target Disc Mode. If it won't boot in TDM, or the MB doesn't have FireWire then it's getting very difficult.

Call them up! If you look on your receipt it'll indicate you have 14-days to return it (if bought at a retail store) and 30-days if bought through the online store.

That screen means it has gone into recovery mode. You need to connect to a computer running iTunes by following the instructions in http://support.apple.com/kb/HT1808 for the procedure of recovery mode connection.

Open the screen saver control panel. Right above the preview window there's a popup menu. You'll probably want to set it to "Fit to screen" so the pictures will be resized to show on the display.

Marietta, YouTube also plays video in non-flash formats. You can install the Safari Click to Flash extension to play video in a native format. The benefit is you will have a longer batter run time when watching YouTube videos.

my macbook air has been working for the past year, but recently my internet has been lagging and disconnecting by itself every 30 seconds. all my computers connect through a router and modem but only the mac air is having internet problems. it keeps saying "the page cannot be displayed" even though airport shows that it is connected to the internet. (note: the mac air works flawlessly when I connect to other wifi locations outside of home)
router: netgear
all the things I've tried.
-editing keychain settings
-deleting my network and creating a new one
-resetting modem and router
-resetting airport
-changing dns and ip settings
-resetting the mac air
-turning off bluetooth
-changing browser settings
-smashing the router around
nothing has worked....
p.s. there was one day where I changed my router and it worked for one day, the next day it didn't work again.

What are your wireless encryption settings? WEP, WPA2? Have you tried it with no encryption? Was it faster? Sometimes if you have rearranged the room or moved the router, interference can start. I also would download istumbler and see if you have neighbors using the same or adjacent channels. It will also show you the noise on your Netgear. Maybe this will bring some ideas to you:

Is the hold switch in the on position? Try resetting the iPod. To do this, press and hold both the Select/Center and menu buttons together long enough for the Apple logo to appear. The iPod may have simply locked up.

Click on the Apple menu and choose Force Quit, or press the Option, Command, and Escape keys. Select Safari.

My Mac Book Air is conected with Time Capsule, and always is doing back ups, but when i want to use time machine, just show me today, but not days before. Can some body help me with this? Thanks.

In Address Book contacts are referred to as "cards", I think. What I'm saying is it seems no cards are being backed up, even though is telling me that backups are happening. (Other files are being backed up). Or, I don't know how to find the backed up cards. When I open a card then click on the Time Machine icon in the dock, I see today's card followed by a lot of black cards behind it. Clicking on all backup dates, restore, restore all, etc gives nothing. I can only cancel and to back to the address book, today's card.
