Cannot turn off Restrictions because I don't know the passcode

Sometime in the past year I must have enabled restrictions on my iPad2 to ensure my kids didn't make in app purchases.  Unfortunately, I have no idea what the passcode is to TURN OFF the Restrictions. I need to make an in app purchase, so I followed the instructions below...basically restored iPad to factory default and the applied a back up.  Guess what?  After restoring the back-up, restrictions are still enabled and the passcode is still in effect.
My lock screen IS NOT Passcode locked, only my "Restrictions" are passcode locked.
"If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present."
Apple's info isn't very specific: "you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode (it does?  How?) and resync the data from the device (or restore from a backup)."
Any suggestions other than restoring to factory defaults AND individually resyncing all apps resulting in the loss of all my in app data and game saves?

Well, that *****.  I guess I can get over the lost game saves and progress, I just need to copy all my notes and make sure there's nothing else I'll miss first.

    If it is asking for the screen-lock passcode then:
    Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.
    iOS: Wrong passcode results in red disabled screen                         
    If recovery mode does not work try DFU mode.

    To restore from backup see:

    If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
    You can redownload most iTunes purchases by:
    Downloading past purchases from the App Store, iBookstore, and iTunes Store        
    If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.

    If you have disabled your iPhone you will have to reset it to factory settings, and then restore your latest backup. If you haven't backed up your iPhone recently make sure to do so by connecting it to iTunes.

    If you need to restore your device or ff you cannot remember the passcode, then you will need to restore your device using the computer with which you last synced it.     Placing your device into recovery mode:
    Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6.
         1. Disconnect the USB cable from the iPhone, iPad, or iPod touch, but leave the other end
             of the cable connected to your computer's USB port.
         2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the
             red slider appears, then slide the slider. Wait for the device to turn off.
              If you cannot turn off the device using the slider, press and hold the Sleep/Wake
              and Home buttons at the same time. When the device turns off, release the Sleep/Wake
              and Home buttons.
         3. While pressing and holding the Home button, reconnect the USB cable to the device.
             The device should turn on. Note: If you see the screen pictured below, let the device
             charge for at least ten minutes to ensure that the battery has some charge, and then
             start with step 2 again.
         4. Continue holding the Home button until you see the "Connect to iTunes" screen.
             When this screen appears you can release the Home button.
         5. If necessary, open iTunes. You should see the following "recovery mode" alert:

    If you don't see the "Connect to iTunes" screen, try these steps again. If you see the "Connect to iTunes" screen but the device does not appear in iTunes, see this article and its related links.

    I got a new computer and when I go on itunes and try to purchase music it makes me answer my questions.
    The problem with this is I don't know the answers and the email that I'm supposed the send the answers too is deactivated. I had this happened before and I fixed it I just don't remeber how, help.

    If you don't have access to your rescue email account (you won't be able to change it until you can answer 2 of your questions) then you will need to contact iTunes Support or Apple to get them reset.

    There's instructions on how to change compatibility mode settings for iTunes in the following document, although there's a couple of additional quirks you need to watch for.
    When you get to *step 8* make sure that no boxes are checked in the compatibility mode tab (not just the compatibility mode box itself ... having any box checked in there can cause a compatibility mode error message).
