Cannot use APEX_MAIL in DBMS_SCEDUAL

Hi,
What I'm trying to do is send out an email (the code is in a stored procedure using the APEX_MAIL package) by calling the procedure from a job, created using DBMS_SCHEDULER.create_job. The jobcode looks like this:

If I execute the job in the APEX envirionment using the following statement:
BEGIN

everything works out fine and I receive an email. However, if the scedular executes it, it doesn't work. I get the following message (I can see this in all_scheduler_job_run_details):
ORA-20001: This procedure must be invoked from within an application session. It looks like APEX_MAIL needs some application session ID to be able to execute? Can anyone explain what happens here? And ofcourse how I could make the scedualer send out a mail?
