thanks for your reply couldnt figure out how to reply my ipad is brand new for school straight out of the box otherr classmates downloaded the free facebook youtube google gmail the popular free apps and i cant im sighned into my apple act i havent put in credit card info cuz i dont have one or have plans to use or download amd apps that arent free when i try download it askes for my password i type it in and it accepts it then after a few mins it will say this app can not b downloaded at ths time try again or be done if i try again same responce over amd over the icon from that app will appear on my home page and will either say working or it just is there and says nothing until i open it then does same thing all over again im either using my schools wifi to run it or my wifi at home either place its the same thing over and over. and none of other students have had this issue at all there is an app im supposed to dwonload and use for school it willnot allow me to do so i have to search it each time in class in the safari when other students download and have an icon to open the app for them ive been told this ipadmini is supposed to be really easy quick and poweful and so far i disagree been nothing but trouble cant watch youtube videos skips so bad or just wnt ever load

You must have permission to access the Apple ID and password for the account to update the billing information.
You can select None for credit card information as long as there is no outstanding balance on the account with this article:

You can create an iTune and App Store account without credit card details
1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country
6. Agree with Terms and Conditions
7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
8. Create and answer your secret question
9. Select NONE for Payment Method
10. Fill in Billing Address
11. Submit application for new Apple ID
12. Wait for verification email
13. When email arrive, verify your account
14. Start downloading your free apps

You need a valid credit card info linked to your Apple ID.
Settings > iTunes & App Store > Apple ID: > View Apple ID > sign in and check your payment info.
You will not be charged for free apps.
If you do not want to use the credit card, you can buy an iTunes gift card.

Is it an account that hasn't been used in the store yet then how did you create it ? Unless the instructions on this page are followed when creating an account : http://support.apple.com/kb/HT2534
then credit card details will need to be entered before the account can be used to download any item from the store.
If you are being prompted to review the account then you could see if this post by mountaingoatgirl lets you do so without needing to enter credit card details : https://discussions.apple.com/message/24303054
If not then you will either need to enter credit card details (you should be able to remove them after entering them) or create a new account (and use the instructions on that HT2534 page when creating it). If you do create a new account and you want to use the same email address then you will need to replace it on that account first e.g. by tapping on it in Settings > iTunes & App Store on your phone and logging into it, via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com

Cant download free apps?

Ever since Ive added a visa to my account and used it, it no longer allows me to download free apps. Basically, it asks for another visa, crippling my opportunities to do anything in the App or ITunes store. I vividly remember I used to be able to use my account with no payment method.

This may sound like a dumb question, but can you still download paid apps with the credit card? Even if you want to download free apps, if you have a credit card on file in iTunes, it still have to be kept current and all of the billing details (like the billing address) must be correct and up to date.
Did your credit card expire? Is the 3 digit security code on the back correct?

I see the list of purchesed apps in the purchasing list and when I select the needed app there is no 'cloude' button. If I search for the same app in Apps Store, there is no 'download 'buttone either. could you please help?

It sounds like the cloud download icon is not available on your list of purchased apps. I recommend following steps in the tutorial below to address an issue like this (you can skip step 2 "Recharge iPad" because it's not related to this issue). I think the step to reset your iPad mini my be particularly useful in this scenario:
To reset iPad, press and hold the Sleep/Wake button and the Home button at the same time for at least 10 seconds, until the Apple logo appears.

Can't download Netflix app on iPad mini.

I have this app on my phone and iPad. When I try to load it on iPad mini, there is no button to open it or download it. Nothing. I've tried restarting it. What gives?

If your Netflix application under App Store - Purchased is showing that it is already Installed on your iPad - but does not show the Netflix App in your iPad then it is most probably with the App Restriction setting on your iPad. My App Restriction on iPad was set to age 4+ only. I had to change that restriction to allow all Apps.
This what you should do to remove the restrictions on iPad to show your Netflix App.
Tap on Settings > Under General, Tap on Restrictions > (enter your Passcode) > Scroll down to Allowed Content: Tap on Apps> Tap on Allow All Apps.
Now press your Start button and it should show the Netflix icon on your iPad.

Downloaded office 365 and associated apps onto ipad mini. How come some excel spreadsheets will not open?

Some excel spreadsheets attached to my emails will not open on ipad. I have the excel app with 365 subscription.

Can you open them in the mail app itself? If you can't open them in the mail app, my assumption would be that they were not properly saved, named or they are just corrupt file. Files with the .xls or .xlsx extension that are properly formatted Excel files, should open in the mail app without the need for any other app. If you want to save and edit the files, then you need a compatible app in which to save them.

HT1495 I work at a school. I have setup up Ipads for student use. I do not want them to have password because in the past, they have added emails to the account. I want them to be able to create an itune account on ipad so they can download free apps

I need student to be able to download free apps on ipad without compromising the account that I have created. In the past students added usernames and emails to the account when they forgot the password. I do not want them to have password so I need them to creat their own accounts to use besides the school account created. Can this be done on ipad?
