Cant get my apps onto my itunes

I recently upgraded my computer to windows 7 from windows XP. on the XP OS i could transfer my apps into itunes with no problem, just click "transfer purchases" and boom. done.
The upgrade to 7 was done with a complete hard drive format, no windows.old or anything.
this wouldnt be a problem, but i have a tendency to get apps and then decide they are garbage later, and i cannot remove them from my iPod touch. Ive tried to go through file>transfer purchases but after it syncs, it's still showing no apps in itunes.
I have the latest versions of both iTunes and iOS and an iPod touch g4

Have you authorized the Win 7 computer for the iTunes account(s) the purchased the apps? To authorize go to the Store tab in iTunes on the computer and select the Authorize this computer option.

It appears that you have a first generation (1G) iPod and you need to update the iOS to get the apps store and to allow you to use most of the app in the app store.

To purchasce iOS 3.1.3, the latest iOS for the 1G iPod:
Purchasing iOS 3.1 Software Update for iPod touch (1st generation)
You may have to use a different browser to get the sublink to work correctly.
Or you could have restrictions set on your iPod that is preventing installing apps and from the App Store app from showing on the iPod. To check go to Settings>General>Restrictions.

Did you have a Mac or PC previously?
You can use the Migration Assistant to move your files easily: http://support.apple.com/kb/HT4889
Otherwise, you can simply copy your old iTunes folder over to your new Mac. It should contain all of your previously purchased apps.

Try tapping the App, so that it changes to Paused instead of Waiting, then tap it again to resume the install.
Also, make sure you don't have any paused downloads in other apps either, like the App Store or iTunes Store.
If that doesn't do it, try resetting or restoring the iPhone.

That tells you how to fix an iPhone locked because the owner has forgotten the passcode
if you have a different problem explain it using more than just grunts
You need a PC or MAC with iTunes installed on it to achieve this AS IT SAYS IN THE DOCUMENT

Do you have the latest version of iTunes on your computer? Have you called Apple Technical Support (if you're in the US call: 1-800-MY-APPLE). Your phone came with 90 days of technical support. Use it.
