Cant install free apps without entering payment info

when i try to install a free app, i get the message " verification required - before u can make purchases, verify you payment info" for a free app, y i need to enter payment info???

See this support document regarding creating an Apple ID account without a credit card. You will not be able to use the one you have now. The only time you can select no credit card is when following this procedure. http://support.apple.com/kb/ht2534

    If the account you are using has already been created, you will have to add a payment method to verify the account. You can add the payment method and then remove it directly after it is added. If the account has not yet been created, please use the following article for instructions on how to create the account without a payment method.

    Just as a precautionary note: be very careful which sites you use to download your music from; if the site is offering something for free which costs money elsewhere it can quite often contain hidden additions (malware) or some other unwanted stuff.

    Up until yesterday I had been able to install all the free and payed for apps I wanted, then all of a sudden, when attempting to install a free app today, a pop-up appeared telling me my payment method was declined, despite it being free.     He reset didnt do anything. I cannot find the option to change my payment method to NONE either. This isn't making any bloody sense, I have no idea why this has suddenly started to pop up. I select the app, click install, enter my account password and then get through the age restrictive warning and am fronted with another box asking me to " sign in and tap again to view billing information". To asks for my password again so I enter it and am then fronted with "payment method declined". The app is Download Manager Lite, it is not the app because it is happening with other free apps too. It's incredibly frustrating.

    My daughter has tried to download paid apps, she is three so is forgiven but I don't want them and certainly don't want charging for them.

    Your only other option would be to contact the iTunes Store, explain the problem, and ask if they'll cancel that 99-cent purchase. There's no way of knowing if they will since the terms of sale state that all sales are final, but you can ask. Go here:

    The only way to have the "None option is to buy a free app then choose create appleid. Setting up any other way will not have none option. You will need card to continue. You can remove it afterwards in itunes on the computer.

    Likely because you are trying to create a Mac App Store account with an existing Apple ID. The None option often is not available in that case. If you create a new Apple ID and iTunes/Mac App Store account following these instructions carefully, you will be successful in getting free apps without a payment method.

    Read the steps carefully as the order in which you follow them is  critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID. 
    You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

    Are you currently in the country where your iTunes account is based ? You won't be charged for downloading free apps (some free apps do then allow you to make in-app purchases to unlock extra features, though you can turn that off via Settings > General > Restritions > In-App Purchases 'off'), but if you add or change the credit card details on your account then you are likely to receive a temporary store holding charge to check that the card details are valid and that it's registered to exactly the same name and address as on your iTunes account - that should disappear within a few days or so.
