CANT MAKE CALLS AFTER ORDER/PAYMENT DELIVERED

Hi,
I started using skype to make some business calls to China, thus I took China 60 mins 1 month subscription on July 15 2013 to try the services. Everything went well HOWEVER once i exhausted my mins (Just in 2 days) I bought another China 60 mins 1 month subscription on July 17 2013, the purchase history shows delivered BUT every time I try calling it shows credit required.
PS: I made payments on my Windows 7 PC and using it on Windows 8 phone.

Cant make calls after I restart my Phone

Since the last update my phone have been acting strange. When I restart it (for different reasons) I can't make calls. I never get the chance to type in my pin. It just skips that page and goes directly to the homescreen. Also my home- and the button to the right doesn't work properly. The only way to fix it is to make a factory reset on the phone. I have tried to update it again but it doesn't solve my problem. Any suggestions?

I am facing the same issue! I bought 5c few days back
and everything was fine till I updated the software 7.0.4!
Whenever am connected to wifi am unable to make a call and if someone tries
Calling me they get the message that my number is not
Reachable! When I go back to 3G the calls work perfectly!!
Please help me out since I use wifi more than my network.
Appreciate any advise on this

And just to expound a little more on Johnathan Burger's response, you selected this option to have access to the cellular data network which allows you to use your iPad where there is no WiFi network available to connect to the internet.

i have problems with my i phone 4s..
the problem is when i updated latest version that is 5.01(9A405),
i cant make outgoing calls,receive calls and massage something like being hang when i turn off my cellular data..
ive tried to soft reset and network reset and the result is still the same..

Try going to the recent apps by double clicking the home button, then touch and hold an app along the bottom of the screen until they all start to vibrate and a red circle with a minus sign appears on the corner of each. Tap each red circle to dismiss each app. Then do a reboot by holding both the power and home buttons until the apple logo appears and it restarts, ignoring the red slider if that appears.

I couldn't make calls from my Iphone so I asked my carrier company to change it. From default settings can make calls, but after I restore it from my profile cannot make calls!
Everything else works well: sms, internet, income calls work well.... does anybody know how to solve this issue?

New update; cant make calls

My samsung galaxy s5 updated on the new lollipop version. Now i Cant make any or receive any calls. I am still able to send and receive texts though. Everytime i try to make a call it says "All Circuits are busy". I have tried restarting my phone and taking out my battery. I also reset all my settings. I am very frustrated especially when i try and call tech support and that doesnt even work. Any one else having this problem and have they found a solution to it?

I fixed it! You have to go into the app on your phone"My verizon mobile" and then it should log you in. Once on the main page scroll down to the "change features" tab.Once on that page scroll down all the way to the bottom where it says "advanced calling 1.0" and click the "+" then click "remove feature". After that click the "review" button and make sure you follow those steps to remove the feature all together. Once you do that restart your phone and you should be good to go! Still might want to go into verizon to find out why its not allowing HD calls, but until then at least youll be able to make a phone call!

I've been having the same problem for a long time ever since I changed to a new phone provider with a new sim which works with other phone except my iPhone 4. I just wouldn't make call but can send SMS and receive calls. Now, when I turned off 'call waiting' I could make phone calls. Thanks a million again!
P.S. When I turn on 'call waiting' again I could make call without problem any more. What a heck!

Connected to network, but cant make calls.

So my phone is connected to the network, but cant make or recieve calls or texts, as well as use the browser.
I recently dissasembled it, exactly how the videos said to on youtube, so im confident i didnt break anything when doing it, but maybe a connection inside or something is loose? Any suggestions?

Go to connections, and select Mobile data options. Run the diagnostic test.
If you can pass the tests Run the following:

I cannot make calls with europe unlimited subscription. Can you please help?
I have received email confirmation that my purchase is delivered.

Serbia is not listed under Unlimited Europe.

There shouldn't be Unlimited Europe listed as an option.

HT4994 sim not provisioned what do I do I cANT make calls!!

Hi please help im frustrated, just got a new iphone4 all works well except at the top it says no service all of the time, in my settings it says sim not provisioned.
Am I missing something? I cant make or receive calls but everything else works fine.

Contact your cell phone provider, that is a carrier feature.
double check here http://support.apple.com/kb/ht1937 to see if you're using a supported iphone carrier.
