Capturing multiple instances of a pattern

Question

Hi all. The code below is attempting (poorly) to retrieve all the href attributes form an html document (stored as a text file). Currently I'm searching the file for the contents of any <a...> tags then seaching the contents of that for an href attribute. Anything I find is added to an array. I don't mind about the format of the href attribute for now, just the content.
Any thoughts on this shabby code would be very much appreciated.
