Change color to monochrome at shutdown time as Windows XP does

Hi to all!
I want to make an effect as in Windows XP when you select the shutdown item from the start menu and Windows brings up a dialog where the user is asked whether he wants to shutdown or restart. At the time the dialog is shown Windows changes the colors of all background applications and windows to monochrome color. I like this effect and want to implement it in my application where I also have a dialog to ask the user whether he wants to exit my application.
Has anybody an idea if this is possible and how?
And if this is possible how to 're-activate' the old color when the user doesn't want to exit.

I've always found that effect very annoying. The way the colors fade out makes it seem like there's a time limit--like if you don't select one of the options before the screen goes black, the computer will choose one itself. Then, when you do click on a button, the colors all spring back to normal, which makes no sense. If you really are shutting down or restarting, the colors should stay faded out; they should only go back to normal if you select "Cancel".
Just thought you should know that all your users might not appreciate that particular featurette. And, thank you for the opportunity to get that rant out of my system.
