Change country - same Apple ID

There are four things that I do not understand about the problems faced when changing countries (France to the UK in my case) with the same Apple ID.
1. I understand from this site and others that I am obliged to repurchase my apps.
Why? - when I move, I don't leave everything behind (furniture etc) and repurchase?
2. I can view all my previous purchases in the iTunes Store for my iOS devices: when updates are downloaded, I notice the purchase date changes to the update date. So it seems that I CAN take my apps with me after all (... though I assume if I were to delete one of them I would have to repurchase? Is that how it works?)
3. The above does not apply to the Mac App Store: only purchases made AFTER I changed countries show up.
4. In the Mac App Store, older apps not in my purchase list sometimes won't update: my Mac says that an update is available but the 'install' it is greyed out. But other older apps update just fine.
I do not understand what is going on and would appreciate some advice, please:
A. why is there no general refund policy if the apps won't update when I change country? Do I have to contact each app provider and ask them for a refund in turn?
B. does anyone know which apps upgrade OK and which ones don't under the cirtcumstances described? - is there any general rule to tell me?

After signing in to your iTunes account, on the Apple Account Information page, click Change Country or Region. Enter the updated information and save your changes.

    Hi all,
    As many other users, I was using multiple Apple IDs for a long time, confused about which on to use when and so on.
    I decided to tidy myself up, by focusing on one Apple ID and to use for all programs, and updating my correct address and facts and so on.
    When I first created this Apple ID I lived in Hong Kong, and now I wanted to change the address to my Swedish one.
    After doing so, the country is changed when I log in to my Apple ID, but not when I try to use App Store. It still recommends me the Hong Kongese software and apps on hot lists and top lists.
    Worse still, I have to put in my payment info again. When entering the same Visa card as I used before, App Store will say:
    The payment card you entered is not valid in Hong Kong. Please provide a valid payment card for Hong Kong.
    Hence, by changing country for my Apple ID, I am effectively banned from using both App Store and iTunes Store.
    How is this? Any thoughts on what to do?
    (It was over 24 hours since I changed the information, so it should have been registred/updated by now)

    Thanks a lot. I didn't know where to change this info, and found it to be in App Store --> Store --> View my account.
    It can not be done by logging in at one's Apple ID in a web browser, which is a bit strange.

    How do I change the country associated with my AppleID ?

    If you need to update your country and billing address on your account then you should be able to do it directly on your phone by tapping on your id in Settings > iTunes & App Store and then tapping on 'view apple id' on the popup - you should then be able to update your payment method (you can't use a credit card issued by a bank in a different country), your region, and your billing address.
    Or you can do it via the Store > View Account menu option on your computer's iTunes

    Thank you for the question.  If you have an iOS device, follow these steps to change the iTunes Store country:
    Change your iTunes Store country
    Sign in to the account for the iTunes Store region you'd like to use. Tap Settings > iTunes & App Stores > Apple ID: > View Apple ID > Country/Region
    Follow the onscreen process to change your region, agree to the terms and conditions for the region if necessary, and then change your billing information.

    Before you start on that, you'll have to deplete the store credit if you have any.

    You don't "lose" anything.  If you stored them on your computer and backed them up as you should always do, this is very basic, then you would lose nothing at all.
    You would have to return to Canada, change your account back to the Canadian Store, then redownload them.
    Why would you not store your music on your computer and keep a backup copy of everything.

    Welcome to the Apple Community.
    Click on your account name in the top right corner of the iTunes store in the iTunes application on your computer, enter your password and click the "view account" button. Navigate to the Apple ID summary where you have the option to "change country or region".
    In order to change your location, you will need a credit card registered to an address in the location you are trying to change to.
    You cannot change your location if you have credit on your account, if you are unable to spend your credit and leave a balance of zero, contact Apple, which you can do through iTunes Store Support.

    See which Apple ID you used to download an item.
    See if the content is available for redownload. Previously purchased items might not be available if they're no longer on the iTunes Store. If you changed your Apple ID from one country to another, you can’t download items you purchased in a previous country.
    and then to download again:
    Apps
    Tap App Store.
    If you're using an iPhone or iPod touch, tap Updates, then tap Purchased.
    If you're using an iPad, tap Purchased.
    Find the item that you want to download.
    Tap the Download icon. After the app downloads, you can open it from the Home screen.
    If you can't find the item that you purchased in the iTunes Store, report a problem with the item. You can report a problem with a purchase made within the last 90 days.
    If you have a problem with an older purchase, contact iTunes Store support.

    I would just follow the instructions from this article to give your unused 4s to your spouse. Since you have already started using your 5s, you will still be receiving iMessages on that phone and will have no need to receive them on a device that has been replaced.
