    To answer the second question first, the owners of the music (and that is not Apple) decide where their music can be sold. If they decide (for whatever reason) not to sell their music in a particular country, they will not let a music retailer (that is Apple this time) sell it in that country. So the "system" is beyond Apple's control.
    As for your first post; (if I understand you correctly), the iTunes Store knows that you are in Russia, so using a credit card registered in Vietnam is simply going to look like you're trying to get round the system.
    The credit card is tied to an address, and therefore to a country. Simply using a different country's address is not going to work.
    By the way, this is a world-wide situation. It's not a matter of having to use a Russian card, whatever card you use has to be registered at an address in Russia.
    Use the support link in the iTunes Store to contact Apple and see if you can straighten out whether you can buy songs, where ever you are and with whichever card you have.

    On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.  If you are doing it on an iOS device (iPad, iPhone or iPod Touch) then you could try tapping on your id in Settings > Store (Settings > iTunes & App Store on iOS 6+) and selecting 'View Apple ID' on the popup - that should also give you a payments link on your account's page.

    You've tried the instructions on the HT1918 page that you posted from ? If you don't get the 'none' option with those instructions then do you owe iTunes anything or do you have pre-orders and/or payments due (e.g. auto-renewing subscriptions) : http://support.apple.com/kb/TS5366 ?
    Or do you mean that you are being prompted to review your account ?

    Here is my problem, My mom is in charge of my itunes account and authorized my itunes on my computer. It registers as her account, but the billing info is not correct. She corrected it from her computer and it is working from her computer, iphone, and ipod to make purchases on itunes. But it still has not carried over to my computer. It still does not work even if i change the billing manually myself, it just wont save. Any ideas why? Or advice how to go about this?

  • HT1918 I went and tried to change my billing info , but it says that there is a problem with a purchase and to update my billing info. Is this why it won't let me delete my card info to none?

    I'm basically locked out of the App Store from downloading and up dating. When I try to update or download anything a window pops up saying to check my billing info or that there was a billing problem, so when I tried to delete my NGO and cha ge it to none there was no option for that. So does this mean that I need to correct the problem first before I can have access to the App Store?

    Yes.  You need to correct the billing descrepancy before you can use the iTunes store.  Write down what error you are getting, and open a support request at expresslane.apple.com for the iTunes store.  They can check the issue and get a solution for you.

    About 3 weeks ago I was issued a new corporate CC number. I have been trying since then to find a way to update it in the website. Everytime I try to load the billing info I get the message 'There has been an error on our side, please try again later.' This has been happening for weeks now. I finally decided, if they're not going to fix it, I'll call support.
    I reported the bug to support, no response.
    I called support and sat on hold to update my CC. I was hung up on when I should have been answered. This happened twice (I'm persistent).
    I registered for a call-back. I got the call-back, and was told I needed to go to another person. I got a warm transfer because of the above problem.
    This person told me I needed to talk to YET ANOTHER different team, and he would schedule a call back for me in 1-2 hours.
    It has been over a week, maybe a week and a half since I was supposed to receive that call-back, and finally my ticket is updated yesterday; they've tried to reach me with no success (yeah, right), what would I like them to do? So I left a note: call me at this number within the next 4 hours, and we can settle this. I guess I got the Pacific Time support team, because they called back 16 hours later (I'm GMT, by the way; my company is US-based however). Luckily I gave them my office phone, because I would have been livid (more so than I already am) if I'd been woken up at 3am.
    Does Adobe really just not want my money?
