Does changing from Creative Cloud Photoshop Anual subscription (before running the all year contract) to Photography Plan has a penalty?

Creative Cloud Membership with Photography Plan but Photoshop says it's on trial.

I opened up Creative Cloud where it has the Apps, Assets, etc. and Photoshop, LR, and Bridge all needed updates. After I completed the updates I could open and use Lightroom but when I tried to open Photoshop nothing happens. When I look at the Apps on my Creative Cloud desktop it has a Start Trial button next to Photoshop and Lightroom. At some point it asked me to sign in to license Photoshop and I did that, no errors but when I try to open Pshop again it tells me to start the trial. Isn't Pshop part of the Photography Plan?

then why I have access to it?

You have photography plan purchased in 2013 at special promo price (CS3+ owners), the cc is eligible to access & browse the market but not download it

How to change from creative cloud to single-app?

I'm currently on the annual creative cloud membership. I'd like to change to a single-app membership, since I only need Photoshop right now. How do I do that? Do I have to cancel the current plan and then sign up for the single-app plan, or is there an easier way?

As mentioned by you, you need to cancel the present CC & purchase the single app. The cancellation fee can be waived off for such instances.

Changing from Creative Cloud to standalone

I installed Lightroom through the Creative cloud trial. My trial has expired now, and I am now prompted to make payment to continue using Lightroom.
However, I prefer to purchase it as a standalone rather than pay on a monthly basis. If I were to make payment, will I need to re-download and reinstall Lightroom again? I do not have fast internet connection for this period of time, and it would be best if I can make payment and continue using on my current lightroom installed.

As far as I know a perpetual License key will not be accepted to activate the trial version. You have to uninstall the trial version, this process will not affect your current Catalog File, Preferences or personal files. Then (a). Purchase the Perpetual Version, download, install and activate with the license key or (b) Purchase a Disk version from a third party supplier like Amazon, install and activate with the key supplied with the disk. If you have subscribed to the creative cloud photography plan then Lightroom is included as part of that plan. You can install it from the creative cloud desktop manager.

Want the ability to view multiple layers the same way Creative Cloud website can. Having the ability to turn multiple layers on an off in Touch from and uploaded PSD file. As it stand Touch flattens imported Layered PSD files. (Not very useful)

I moved your post over to the Photoshop Touch forum because it seemed mostly about Photoshop Touch.
Currently, I'd recommend converting RAW images to Jpeg in either Photoshop or Lightroom and then uploading them to Creative Cloud for working with them in Photoshop Touch. I know raw support is something our developers are considering so please add your vote here:

How you best incorporate Photoshop Touch into your workflow is hard to say. What works best for one person may not be true for everyone. Photoshop Touch obviously doesn't have all the capabilities of its desktop counterpart but it does have the ease of use and portability of being on a tablet. Personally, I like using Photoshop Touch for editing images taken with the iPad or my iPhone for convience versus transferring to transfer to the computer, or even if I still do, I can do some of the initial edits from the tablet first. Its nice when I only have the tablet available and not a computer. For images I take with my DSLR I always do my editing in Photoshop and Lightroom. I'm able to make any adjustments on the computer much faster than on a tablet.
If you have the option to shoot in both Jpeg and RAW that might be good option (best of both worlds). Do you have the ability to import images from the camera without using a computer - using a camera connectivity kit or something like that? My recommendation would be expermentation, test out different workflows on the tablet and see how you like it and find what works best for you.

Can't Install Photoshop from Creative Cloud

I'm trying to install Photoshop on to my imac 2.8 GHz Intel Core 2 Duo running Mountain Lion (10.8.4) from Creative Cloud but get a message 'You are running an operating system that Photoshop no longer supports. Refer to the system requirements below for a full list of supported platforms.' Anyone help?

It usually means what it says: Your processor is not supported by CC most likely. You know, under-the-hood stuff like SSE and otehr processor acceleration architectures being missing/ too old... Those old Core2Duo Macs just fit that pattern...
