Changing payment info in account - new credit card and new billing country

Hello,
My iTunes account is set to Italy as that is the billing country of the credit card I associated with it when I started the account. Yet, I know live in Belgium and have a credit card with billing address in Belgium. I have tried to update the information but:
I cannot change the payment information from the payment information options since the address and credit card settings are set on Italy (if I try to simply type my new credit card number, I get an error message that says that the credit card number I entered is not valid for Italy)
I cannot change the Country/Region setting. The message I get is "you have an active iTunes Match subscription; you must cancel it before you can change stores".
So, does it boil down to cancelling the iTunes Match subscription? If so, how do I do it (there is no option in iTunes itself to do that)? Also, I have 4 good months left on my iTunes Match subscription - will I be credited those months back if I cancel and then re-subscribe?
Last but not least: I read some really dreadful posts from 2011 on how people who had changed billing information had lost access to their apps and were charged anew for music they had bought with the previous credit card. Has this issue been solved?

You have to physically be in that country as well as have a credit card (or  iTunes gift card) both of which have to have been purchased or have a billing address in the country of that iTunes store.

    I would suggest updating your billing information in the iTunes application, signing out of your account and signing back in; and then trying to complete the purchase.  If the issue persists, the iTunes Store Support Team can review your account with you.

  • HT201363 my husband received an email from Apple stating we needed new credit card information.  We had just gotten a new credit card and couldn't remember if we updated it or not.  What kind of questions would you ask for that? It may have been fraud?

    My husband received an email from Apple stating our account was frozen and we needed to update our credit information.  We recently got a new credit card and so went ahead and updated information.  They asked about mothers maiden name and social security information.  Now we are feeling skeptical.  Are these the kinds of questions Apple would ask?  Now all my information is out there and I can't even get a hold of a human being at support to answer any questions for me as to whether they sent this or not????? Help!!!!!!!!!!!!!!!!

    That email was a phishing attempt to get your iTunes account and payment details - iTunes accounts aren't 'frozen', and iTunes don't need your social security info.
    If your husband entered his card details then he should contact the card issuer immediately and get it cancelled and replaced.
    He should also change the password on his iTunes account e.g. via the Store > View Account menu option on his computer's iTunes or via http://appleid.apple.com
    If you still have the email then you could forward it to Apple : [email protected]

    Sometimes if you make a purchase for the first time, use a new billing method (ie credit card) or the App Store terms have changed, I've noticed that you need to press the "Buy" button twice for the purchase to actually go through (ie, you press Buy, you agree to the terms, and you have to press Buy again). You won't get double-charged.
    You can check if the purchase is actually downloading by looking in the Purchased tab of the App Store - the Mountain Lion installer will be there if it worked. If not, try the Buy button again.

    I guess it has been a year since I last purchased something on I-tunes and my account is saying that they couldn't authorize my card for some of my purchases.  I am trying to add a new credit card to clear this up and it keeps saying that I have to enter a valid security code.  I have tried 2 different cards and I get the same thing.  I have also added an I-tunes gift card and that isn't clearing up the money that I owe.  It is showing that I have a $25 credit for that.  How do I fix this, I have been trying for days and all I have got from the e-mail tech support is that its my credit card issuer that is causing the problem.  Thats not correct because one of the credit cards that I am trying to use, is a prepaid Visa gift card.  I know that these work on I-tunes because I have used them before in the past.  I am getting very frustrated with this whole process, I just want to clear up my account and buy some new music!! HELP!!

  • Adding a new credit card and its currency cost me ...

    I feel ripped off. Got a message from Skype that my credit card is expiring. Added a new card and set my charge currency to CAD. When I logged looked at my balance, it showed in Canadian dollars and instead od USD24.90 as it was before to CAD22.96
    All what I was doing adding a credit card.
    hate it when that happens and their customer service tells me that I lost because of exchange rate and can not be fixed.

    Did you do as the message advised and contact iTunes Support? They'll be able to tell you what is wrong.

  • Can't change credit card to new one to pay fees.

    I recently got a new credit card and I cancelled my old one. I then activated the new one, and received an email from iTunes saying that it tried to charge me for purchases but that it was rejected. I went to the iTunes app on my iPhone 5S and tried to change it on my account, but it wouldn't let me. I just tried changing it on my computer on iTunes, but it still won't let me switch from my old card to the one I am using now.
    The error I got on my computer says: "The billing of a previous purchase failed because your credit card was declined. Please provide valid credit card information and click Done to pay your outstanding balance and continue using the store."
    If anyone can help me, I would really appreciate it! I just need to switch to the new card and I can pay for the purchases. I also saw an old forum post where someone mentioned selecting a "none" option, which is not available to me when I try and change it.

    If you owe iTunes money then you won't get the 'none' option until you've paid what you owe. What happens when you try to enter your new card's details, if you are getting an error message then what does it say ?
    For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are.
