Hello! Now I'm in Russia and want to buy Logic Pro. After some time I leave country and going to live in the U.S. I will need to change region from Russia Federation to USA and update billing and payment information. Will I lose my Logic Pro purchase? It is quite expensive to buy again this app...

What do you mean will you loose it. Apple is not responsible to safeguard your apps. Apple constantly reminds folks to backup their apps and other purchased content. As long as you do not delete your app, it is safe.
However, other users report that as long as the app in question is sold in the app store for your new country of residence, you should be able to update the app.

What country are you in ? You can only buy from your own country's store - to be able to buy from the UK store you will need to be here in the UK with a UK billing address on your account. If you aren't in the UK then you can try requesting that the series be added to you country's store, but ultimately it's the TV company that will have to grant Apple a license to do so : http://www.apple.com/feedback/itunes.html

When I try to log in under the old account i get a message that I will not be able to log back onto my new account for a period of time. HOw do i get the information from my old account over to my new account?

You can't currently transfer purchases/downloads from one account to another account.
When you download past purchases from an account then you will potentially tie the device (or computer if you do it on that) to that account for 90 days : http://support.apple.com/kb/HT4627
Have you got the ibooks already on your computer and/or on a backup so that you can sync them to your new iPhone ? If not then have you bought anything on your new account yet - could you go back to just using the old account ?

HT4914 Changing regions and keeping itunes match

I have recently moved from the States to the UK. I have a subscription to itunes match in the US and would like to change my region to the UK to purchase songs while I'm aboard for the next few years. I still have an active subscription but in order to change the region, I need to cancel my subscription. All my songs currently live on the cloud and I will not be able to download all my songs onto my computer (macbook air purchased in Jan 2013). I do not want to lose my music. Any suggestions on how to a)keep my songs from being lost without downloading them b)changing my region successfully?

If you're transferring Mac to Mac, just get a Firewire cable and put the source computer into Target Disk Mode (http://docs.info.apple.com/article.html?artnum=58583). The other computer will see it as a hard drive, so you can just drag and drop your iTunes folder to the new computer.

Changing regions and App Stores

I moved to the UK and changed my Apple ID region from Canada to UK. How can I change the App Store on iPad to make UK purchases? When I try to make a purchase, the store complains that my ID is from the UK.

You cannot use other countries itunes store, unless:
You are physically locates inside the borders of that country and
You have a credit card issued in that country and
That credit card is billed to an address in that country.

Soon I'll be moving from the UK to US. I have an apple ID in the uk and was wondering if I can change it over to the US?
Also, how does this work in regards to iLife? I understand that if I create a new apple ID for the US I'd have to pay for iLife again right? ( As iLife is tied to one apple ID)
Is there anyway to keep the software, change region and still update it?

There is no need to create a new Apple ID for the US. You just need to use the iTunes app on your Mac and enter your account details. There is a section where you can change the country or region from which you are allowed to purchase. You should wait until you have the proper verifiable bank credentials in the US before you do this. You will need a bank card from a US bank with a verifiable US billing address. Or at the time of making the change you will need to redeem a US iTunes Gift Card in your account as an alternative acceptable method of payment.

Adobe kicks me out right before purchase, says I have to change region. How?

I just want to buy Photoshop Elements, but adobe will not let me. Right before purchase I am always kicked out, saying I have to change regions, but I cannot find anywhere to do that. I've tried logging in from adobe.no (I am in Norway), but that didn't help either. I can't find anywhere to change regions in my account or profile either. Tell this "friend" and their parents that it is up to them to fix the device or buy you a new one.
Then as tonefox suggested, find a new friend.
In the future, your friends keep their hands off your devices... it's not that difficult of a concept.

Settings>iTunes and App Stores>Apple ID
Tap your ID
Tap View Apple ID
Enter your password
Go to country/region in the popup window to change the store

How can I see the previously purchased Apps after changing region?

I recently changed the the region of my Apple ID and now none of the previously purchased apps are showing up in Purchased info even if I delete and download them again. Before I changed the region I downloaded the free app called Constellation on my iPad, but upgraded it to Pro after changing region. Now when I installed it to my iPhone, it doesn't have the Pro license and asks me to buy it again.

You can only purchase content from your own country's store - if your account is not based in the UK (and you are not in the UK) then you won't be able to buy content from there. Is the album available on other music download purchase sites in your country ? You could try contacting Apple to say that you want it adding to your store, but ultimately it's the distributor/record company that will have to grant Apple a license to sell it there : http://www.apple.com/feedback/itunes.html

Region Changes are specific to: Country/Regions
Unless you are out of your specific Country/Region; iTunes will detect your WAN IP Address as being in your original defualt region..

Content and Apple IDs -
Content is forever tied to the Apple ID that bought it. Apple does not transfer content from one Apple ID to another. Apple does not merge Apple IDs. You will never be able to access your content bought with one Apple ID with a new Apple ID.
