Charles Town/Ranson, WV Why ca't I get anything but Voice service.

Question

Business takes me top Ranson/Charles Town WV. Being business I rely on my smart phone.
Since I got my droid and moved to a Razr I have not been able to do anything but make and place phone calls.
The Razr says paraphrasing  I am out of network roaming, The link I folllow said I needed to update Account/roaming capabilities if I am going to be ouit of country??? Yes it is WV but....
The last time I was there I was able to text after I was first texted. If I try to start a txting session it just turns and turns and can't deliver.
Definitely no capabilities at all.  The map says that it is a 1x area what is going on?
I can't do a *228 option 2 because of the simcard so do I need to update my roaming coverage list and if so how with a 4g LTE sim installed?
I had not been there for a while and only recently started going. If I remember I did get dat when I had my old Motorola clamshell razr.
Some one want to explain this to me.

I surprisingly received a series of texts while on the move. and could send them. 10 minutes later I was in the same area and no go wein I tried to start a txt session.

Under settings >Wireless networks > Mobile Networks > I have 2 options:
network Mode: CDMA/LTE or CDMA only
System Select: (Only available if  have CDMA chosen in the first option) HOME ONLY or AUTOMATIC.
Right now it is CDMA/LTE
and If I chose CDMA only to be be able to access the second option the default check is automatic.
The thing is I remember that when I got a reminder box on my top drop down bar that I had no data connectivity if I clicked on it I went to a menu like you described. The only thing is that it described the setting as usable if one goes out of COUNTRY and DATA ROAMING charges could apply.
Verizon's map had the area as Extended 1x Data Capable I would think that I would not have to enable data roaming in this situation. I am getting my Info from this verizom map where once you click on the link you then hit the Data Coverage radio button and hit refresh map to see the light pink extended 1x data area..

That is why I am thinking that I might need to have a PRL update which is V. 15098 on my Droid Razr but since the sim card and not *228 controls this what do I need to do to get this done if that is the case. Or how do I rleay to people in verizon that their PRL is not up to date in that part of WV.
Enlighten me please? I thought that the (P)refered (R)oaming) (L)ist was so that I could roam out of Home area on Verizon or Verizon partnered towers like to extended 1x Data coverage area without setting anything different in settings.
Oh! that is the other Message I received when there was that I was "Out of home area"
The one thing I don't want to do is enable something that will get me into a massive third party data fees. And like I said when I tried to change this setting you described v=but isn't where you described it to be I got a warning that this was only needed if I was roaming out of country. and DATA fees could apply.
