"Other" is the device's database, album artwork cache, any files you manually copied over in disk mode, and anything else that forms part of the used space on the device that isn't accounted for in the other named sections. Typically it is quite small, but when large in relationship to everything else then it will be lost copies of the database and media that haven't been erased before a fresh database and new content has been added. A complete restore is the only way to clean up these files.

If you live in the US launch the iTunes store, then tap Purchases, then the "not on this phone" tab. If you don't live in the US you will have to buy them again, unless the iTunes Store support staff takes pity on you when you email them with a request for help.
BTW, how many songs can you download between daily syncs?

Sorry, don't know what you are asking. You have an old iPad Mini 3 and a new iPad Mini 3? How did you set up the new iPad? Did you restore it from a backup of the old iPad? What photos are you not seeing?

Well I have an update. I decided to stay as I was so far down the road. They gave me an engineer appointment of 14 of August which was totally disgusting.
I rang up to complain and was promised a call back as they tried to expediate my request. Never happened.
Whilst on these calls I also questioned the validity of sending another engineer unless they first checked that my local cabinet hard an available fibre port. I was promised and promised that they would put the notes on the call and it would not be a wasted engineer visit.
Engineer came today. Wasted visit - no ports on the cabinet.
He was not even sure why he was sent there knowing there were no ports. Talk about the blind leading the blind.
The incompetency of this corporation is absolutely astounding even when their customers are telling them they are going to fail they lie to your face just to appease you on the phone and move you on.
So I ordered my switch from sky to BT on June 6th.. and so far all I have is a phone line.
On top of this I noticed that they have charged me a late payment fee by DD and full line rental for first month. BT were so slow at installing it all that my up front line rental apparently did not cover their initialy switch over. Despite telling me I would not be charged I have been charged.
Now as a web designer I am now tempted to create basic website and use my SEO skills to push it to top of google rankings sharing with everyone of my experience of BT.

You have to then connect the iPod to your computer and restore via iTunes. Are you doing that?

Ipod classic skips with songs downloaded from itunes and mp3's.

I have an ipod 120gb classic, I listen to it in my van through my alpine car stereo, i found that it would start to play songs and then skip to the next song in the playlist, i thought it may have been the cable for the stereo that was the problem, 2 month ago i changed the stereo and the cables and with the brand new stereo the ipod is still skipping through songs which leads me to believe that its an ipod issue and not my alpine, is there anyway to correct this, as it is very annoying, i bought the ipod to avoid having cds and damagings them now the ipod is doing what cds do, skipping tracks, and then ive noticed for such an expensive investment, apple has not been able to resolve the problem.

I need to know more specifics about your problem.
Are your songs ending earlier than expected and the play count incrementing? If you push the back button to play the song again, does it end at the same premature time? Can you scrub (push the center select button once and then scroll) to a point 60 seconds after the songs cuts off and hear the remainder of the song play? If you listen to the same song on your computer and it plays fine all the way through and all of the above applies, then the problem is that iTunes is omitting a small amount of data in the midst of the data stream as it transfers files to the iPod.
Uncheck the song(s) ending too early; sync; check the song(s) ending early; sync. iTunes will then send a new copy of each song to the iPod. If any song on the iPod isn't repaired after this (and the point where the song cuts off may change), then repeating the process for any song which didn't get repaired should work.

I have worked around this issue by creating a separate play list for each song, then inserting the song into the play list. I would like to find a more straight forward solution that would eliminate this extra step. On my PC, I use QuickTime to bring up an individual song and then can play one track at a time.

On the IPod if the shuffle icon is colored blue it is ON, if it is colored white it is OFF. This control is global, if it is ON any album or list will be shuffled.

Are you sure you aren't looking at the tracks in your iPhone/iPod?
That greyed out and perforated circle thing happens when your iPhone is plugged in, you are looking at the music in it and some songs are physically in your phone (ready to play) and some are in the cloud (you can download to your phone whenever you want).

So the only troubleshooting you have done is powered the phone off/on and done a reset? The next step in troubleshooting is to restore the phone from a backup, and if that does not work, then restore as new. Then you test the device without putting any additional content on it, and if it works, then try restoring your backup. If the phone fails again, then restore as new again and sync your content back individually, not using your backup. If restoring as new does not work, then there is a hardware fault with the phone. From your last post, it sounds as if you're hoping to stream music to your iPhone (and your computer) from iCloud, so when you delete songs from iCloud, they will also be deleted from your iPhone.
iTunes Match sort of does that, but not quite, as the songs you have played on an iOS device get stored there.

If you have iTunes match, all matched, uploaded and purchased tracks will be available to stream. You can download tracks to your phone. When you play a track, it is automatically downloaded to a temporary cache.
