i get $40 pack 4 cards 10$ each iTunes cards and none of them is not working.
i get message code you entered has not been properly activated. what to do to make it work?

Are you able to take them back to the store that you bought them from and ask them to activate them properly ? You need to do what it says; contact iTunes support via the provided link. We're all just fellow users here - making it very unwise to post your card codes here, this being an open, public forum - and can do nothing to help you with this problem.

Is the store that you bought the card from nearby so that you can try going back and asking if they can activate the card properly ? do you have the receipt from where you bought it? If so take it back and see what they will do for you.
