Complete mess after upgrading to 4.1

Question

Hi all.
I have an Oracle XE 11g installation with Apex 4.0 and just performed an upgrade following instructions from section:
"Downloading from OTN and Configuring the Embedded PL/SQL Gateway".
I have successfully performed the upgrade, but now, everything is a real mess:
- Can't access any page or application apex, apex_admin, XE startup page.... Anything at all.
- Can't even stop an start database from the menu.
For example, if i try to access XE main page, this error pops up:
Error ERR-1014 Application not found.
application=4950 workspace=10
OK
- Can't access any workspace application.
- Can't access Oracle Database Administration page...
- ANYTHING AT ALL....
What have i done wrong ...?
Another error i get is this one:
Workspace has no privileges to parse as schema

For the nth time i have repeated the apex upgrade process performing these steps:
1)@apexins SYSAUX SYSAUX TEMP /i/
2) @apxchpwd
3)@apex_epg_config C:\MLUIS\Apex\Upgrade\apex

After upgrade i just can access any page at all:
Admin page for XE database
apex/apex_admin
NO PAGE AT ALL.
Also i can't even start / stop XE services ....
Is my installation corrupted ...?
What's wrong with these installation procedure ...?
Again i have to ask the comunity: Have this ever worked ...? If son, what am i doing wrong ...?
