Computer crashed, files lost but stored on iTunes. Will my files still be there if I access my iTunes on a new computer?

My iTunes was on my windows 7 pc as well as the mp3 files saved in my computers library. This computer fell and the hard drive I believe, is broken. I'm getting a new laptop soon and want to know if my songs on my iTunes will be there and if I can still make changes to them (title,artist,etc.) when they are not backed up in the computers library. None of these songs were purchased on the iTunes Store. Help please :(
