Configurator 1.4 - installing a free app

IPads have been set up in Supervised mode with one VPP app. When we've added a free app to Configurator, checked it in the App tab and pressed Refresh or Apply, the Device line items do very quick refresh, then normalize. The free app does not install.
I am using the correct Apple ID. Is there something else I am missing?

Not to sound like I'm fed up with Configurator, but I have noticed that nothing is updating now. So, I will be manually updating the Profile configuration and installing a free App Store app on each of our 40 iPads due to deadline issues.
Will re-configure them all with Configurator over Winter break. Hopefully the issues will be sorted out by then.

I have just tried to install the full version of Anthill to my iPod touch Gen 4. I get a message on the iPod saying "Anthill failed to install" and an error on the computer "OxE8000004". I already had Anthill Free installed so deleted it in case it was interferring with the new download. I can install other free apps but now can't even install Anthill Free. I have tried the 7 resolution steps advised by Apple and have totally run out of ideas as to what I can try next. Try using these instructions and create a new account. You have to use an email address not used with Apple before.

If you have a credit card on file with your apple id you can remove it and select the option for none, if something is wrong with your credit or billing information it will prevent you from downloading any content until its resolved.

Oh my gosh I had the EXACT same problem, and for ages I couldn't figure out how to fix it until today. Here's what I did:
First I went onto my computer, opened itunes, and un-installed tumblr, vine and kik. These were the apps I was having problems with (it said I had them on my phone but, like you, they didn't show).
Then I went to the itunes store, searched for each one, and it said I could update them so I did (just FYI: for tumblr a window popped up saying "please click ok to confirm you are 17 years or older", so I did that also)
When I went back to my phone and tried installing them again (still on my computer), it worked!

You can create an iTune and App Store account without credit card details
1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country
6. Agree with Terms and Conditions
7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
8. Create and answer your secret question
9. Select NONE for Payment Method
10. Fill in Billing Address
11. Submit application for new Apple ID
12. Wait for verification email
13. When email arrive, verify your account
14. Start downloading your free apps

If you set up an Apple ID with credit card details then you need to enter valid credit card information and then when you download a free app it does what you are experiencing. You will not be charged. Sometimes when you update credit card information in you Apple ID, Apple raises a $1 charge to check to see if the card works and then cancels the charge. IF you want to set up an ID without a ccredit card then you do so like this

Even free apps have limits on where they can be downloaded. Either the app maker does not want to release it in Kuwait or (more likely) he/she does not have the rights or permits to release it in Kuwait.

The games might be free but I think you've clicked In-App purchase which cost money. You are warned before you accept the In-App purchase. You not that young and you can read so take action if you must. It's your own fault and all purchases are final. Good luck.
