CONNECTING MY TV TO MY COMPUTER

I have an old Toshiba CF27F50 television. I have my internet service through my cable company (Time Warner Cable) with an Arris TM402G/100 cable modem.  I want to connect my TV to my HP Pavilion Elite HPE 380T computer as a second monitor, but I also want to still be able to use it as my cable TV. My computer appears to have two DVI inputs. One is being used by my current monitor. I have a Yamaha HTR-5760 receiver that I use for my Home Theater. My TV has a cord with a yellow connector (I believe it may be called an RCA Video Cable) going from my receiver to the TV. There is an S-Video input open on the TV. What is the easiest and cheapest way to do this?

There's no simple way to convert DVI to s-video, which is what you'd need to do here. A simple cable isn't going to convert it. You'd need some sort of middle-man device.
