For account determination they mentioned in MM-Tax-config.zip file "add new Entry with GRPO transaction type and DC Indicator as debit and account name as RG23 AT1 and PLA AT1" last they mentioned repeat the same for all MM excise transaction.

I don't see that you've ever asked a question here before, nor can I see a complete question in your all caps jumble which is very hard to read.
However a couple of days ago the servers were messed up and undoubtedly questions as well as a great many answers may have been lost. So why don't you tell us in normal letter case what your questions are? It started when tryung to update Twitter. Now the problem is with every app I try to update or download.

I have this issue as well. The App Store icon indicates there are updates available but when I open the app a popup says it can't connect to the store and the screen remains white. I have tried a hard reset (power & home button) and several other suggestions I have found throughout the forums here without success.

If you have a Hard Copy, hand written or a computer file and printed out, of the LR Serial number you got when you bought and downloaded LR that is all you need.
