When I try to some items from in-apps game a message appear to me : "contact iTunes to complete this transaction". What is the problem?

Is anything wrong with iTunes store? Nowadays it always asks to contact iTunes support before completing a transaction,,,which is very frustrating
They said, they would look into it. After two days the problem was solved. I started buying things from the stores without asking to contact the iTunes support. Three days after the problem started again. I contacted them again, they said they would look into it again and my account has been disabled now. I received mail from them yesterday and I was told that they are still working on it to find the exact problem with my account. Even to open another iTunes account now, one will still need to contact the iTunes support in order to complete the transaction. Many people has told me they are encountering the same problem.
I started having this problem since the day I updated my billing account information. I have used more than three different cards but the problem still persists.
I am just fed up. I have more than £10 Credit on my account that I cannot spend since this problem started. -
