Control access to Quiz until all content viewed

Question

I am using Captivate 5.  Is there a way to have a course with a TOC that allows the learner to view any of the content in any order that they want but will not let them launch the quiz until they have viewed all content.  I don't want to force the learner to go in a specifc sequence because we also want the learners to return to the course when they have questions about the software covered in the training and go directly to one topic.  But at the same time for initial training we want to require them to take all the content and the quiz, but not launch the quiz until they have taken all the content.

I'm doing this with a home made menu page.
I use the menu page with links, to branch out to a group of  slides (Sometimes one, sometimes a dozen) and loop back to the menu after the topic is completed.
I'm using variables, and some Advanced Actions to display progress check marks, and to control when the continue to test button appears.
I made a variable for each of the loops, and defined them as 0.  then when entering the LAST slide of a loop, I set the variable to 1 (Old school, 1's and 0's, I know, but it works form me.)
each time the menu page loads it checks each variable for a 1, then displays the check marks accordingly, AND if all the loop variables are 1's, then it displays the continue to test button!
It's really much simplet than I'm describing it.

This student has completed branch 3 and branch 1. In the order they wanted.
