Convert Dutch PDF into WORD

Question

I have a PDF document in Dutch language. When I do the Export PDF, I have to select the language and Dutch is not available. How can I convert WITHOUT selecting a language ? When I Choose GERMAN or ENGLISH, the DOCX contains a lot of errors.
Last week, I could make the choice "no language", but now it is no longer possible ?

As PDF (the file format / technology defined and described by the ISO standard ISO 32000) is not a word processor file format there is not "format" (styles, etc.) in a PDF. PDF content is painted to the canvas that is the PDF page.
This is rather like a paint by numbers thing. The order is determined by the process that creates the PDF.
To obtain an optimal export to an MS Word file you must start with a well-formed Tagged PDF (ISO 14289-1, PDF/UA-1 compliant).
Next best is an authoring file that has been mastered with a logical structure of headings and content and with proper tables (if tables are present).
If this is processed out to PDF via a well coded (e.g., ISO 32000 compliant PDF writer) process then what is in the PDF can be supportive of workable analysis by the "export" heuristics.
Without the well-formed Tagged PDF it (export) is very much driven by GIGO.
Good stuff In = Good stuff Out   OR Garbage In = Garbage Out.
Export may be very workable or it may be very ugly.
In either situation there will be cleanup done using MS Word.
There be only a wee bit of cleanup or it may be ginormous.
But, with MS Word you will most certainly be able to "edit".
