Cost? How? E-Commerce? Madness? Help!

Question

First of all a little history behind the task at hand and the
people involved. Two graphic designers (and the boss) have more
print design knowledge than web design. The only web sites created
in dreamweaver are basically just small company information sites
with just your basic links to pages etc, no databases or masses of
code involved. The task is to produce an e-commerce version of a
site that will include about 400 products. Basically our knowledge
of PHP, HTML or any other programming language is very limited and
the timescale which has been decided before our knowledge was taken
into account was about 3 weeks.
So the main issues are; can this be created in dreamweaver
alone? What is involved to create it in dreamweaver (programming
knowledge, external sources)? Roughly what possible price would it
cost to incorporate other software to complete this task? How long
would it take to create and implement a site of this size that has
not been attempted before? In reality is it possible or feasible?
Finally is this just mad to even be attempted without out-sourcing
the work, which isn’t a desired option for our boss?
Any information or opinions about this are greatly
appreciated and would go a long way to helping formulate the
correct course of action to take. As always in the design industry
time is of major importance.
