This is what I've learnt in a Oracle Workshop.
Analysis
• APIs
Does the customer’s environment allow remote invocation of provisioning related commands?
Does the target system provide network-aware APIs?
Are the APIs based on J2EE or other technologies?
If non-java? Does the customer have wrapper Code or are there third-party libraries?
If not network-aware or remotely invokable, is Remote Manager an option?
• Functionality
What functionality is expected of the connector?
Is there a need for customizable attributes
Is there a need to pull reference information from the target?
Will this target function as an authoritative source and a target or both?
Is there a requirement for reconciling user accounts (or user identities)?
Is there a need to support customizable reconciliation attributes?
• Deployment
What are the expected deployment application servers and operating system platforms?
Are there any JDK dependencies?
If reconciliation is required, how will the information be retrieved from the target?
What is the format and mode of delivery of this information?
Is there an expectation of “real-time” change propagation?
