Creating 508 Adobe Acrobat Accessible Docs from various sources and formats

Note: I have no 508 training, except for perusing of documents on the web.
I need to create searchable 508 Compliance report documents for Adobe Acrobat (not for the web at this time) from merged PDF files. 
To create these reports, I do not have originals, all I have been given are PDFs, some of which have been created from Word and others scanned (some with OCR and some not).  Some of the reports are converted directly from Word but may also be a combination of electronic and scanned pages (signature pages, graphics, appendices, etc.)  Often the scanned pages have not been scanned to actual letter size (8.5 x. 11), but are smaller.  Sometimes they are larger or A4.
In preparing the final report, I take all of the PDFs and merge them into one document.
I add watermarks and headers/footers to the whole document. 
In order to get all of the watermarks and headers/footers to align on the page with ease, I need all of the pages to be the standard letter size of 8.5 x 11 without losing any information.
The only way I can figure out how to achieve this is to take the pages (usually scanned pages) that need to be enlarged (sometimes reduced) and Print to a PDF. 
This will create a new PDF of the existing PDF; making it the standard letter size of 8.5 x 11, without cropping.
I can then replace the odd-sized pages with the new PDF pages, creating a document where all of the pages are now the standard letter size of 8.5 x 11.
Once my document is all the same size, I can add my watermarks and header/footers.
I still need to make the whole document a searchable 508 Adobe Acrobat compliant document.
I believe I need to run the OCR Text Recognition to convert/capture scanned pages and pictures to make this document a searchable 508 Adobe Acrobat compliant document.
I tried running the OCR text recognition on the current merged (160 pages) PDF document (before adding my watermarks, headers/footers) to capture the scanned text, and I receive the following errors:
        This page contains renderable text.
        This page has graphics other than images or text on it. It cannot be captured.
When I ran the Adobe Acrobat Accessibility checker, I get the following errors:
       The first page is a scanned signature page: the error says
1 image with no alternate text
            1 element(s) that are not contained within the structure tree.
1.     Inaccessible page content
     Most of the remaining detailed report errors are:

I tested one page and used the Touch Up Reading Order tool and added alternate text to a signature block, ran the accessibility checker again, but still came back with alternate text errors.
I am open to suggestions.  Feel free to advise me from beginning to end in regards to what I’m trying to accomplish.

This isn't an "error". Acrobat's OCR cannot process  PDF page content that is not exclusively an image.
    1 image with no alternate text
When properly tagged, an image or graphic in a PDF is identified by the PDF element "Figure"
(<Figure>).
All Figures shall have an Alternate Text Description.
You may have images/graphics that are tagged as Figures but should be Artifacts.
OCR - The hidden layer of OCR output provided by Searchable Image or Searchable Image (Exact)
is, for practicable purposes, not something one can effectively created Tagged PDF from.
Prior to Acrobat 9 one would use Formatted Text and Graphics. With Acrobat 9 one would use
ClearScan. Alternatively, one might just re-key the content in an authoring application and output Tagged, accessible PDF.
Watermarks & Header/Footers -
Oh boy; well, once you have everything else in a "green board" line up you'd add these and manually
"fold" them into the structure tree via proper tagging.
So, the first step is to gain at least a fundamental understanding of what an Accessible PDF is and
how to create it. Then you'd want to become familiar with Section 508 1194.22.
As each of the paragraphs are correlated to WCAG 1.0, you'll want to review it to understand what
the correlation is and how it relates to PDF.
However, Section 508 will be changing.
The Draft Updated Standards and Guidelines are on the street.
The window for public comment closed a few weeks ago.
PDF - What it is: An ISO Standard (ISO 32000-1:2008)
Obtain a free version of this ISO Standard to study what "Tagged" PDF is (Accessibiity is just one facility associated with Tagged PDF).

    I recently purchased the DVD version of Acrobat Pro X for macintosh and the installation does not seem to progress?  It keeps adding time to the 'running package scripts' page.  I quit the installer and tried again and not it gets stuck again saying 'waiting for other installations to complete'.  I haven't even been able to put in a serial number yet...help!

    I need to know how to put more than 1200 characters in a text form within a pdf created in Adobe Acrobat. I have a request from a customer to do so and after googling I have came up with nothing. Also the customer would like it if they could convert said pdf form to a microsoft word document with the text form.

    There's no limit on the number of characters you can enter into a text
    field, unless you set it as such.

  • Cannot opening PDF created with Adobe Acrobat 5 on Samsung Android device

    Hi I have an number of links to PDFs on my WordPress.com blog home page (www.creationtonewcreation.com). These were created in Adobe Acrobat 5, with security applied that allows viewing and printing. They open fine on my laptop (e.g. with Google Chrome), but when trying to open on my Android mobile (Samsung Note 3 - a standard design) with Acrobat Reader installed, an error message appears 'The document cannot be opened because it is not a valid PDF document'. It is a valid PDF as it was created with Adobe 5 itself. Do you know what the problem might be?  I have uploaded another PDF (not sure what this was created with) on my other WordPress.com site, and it downloads fine, so WordPress.com is not the problem per se.  Many thanks for any advice anyone can give.  Rob

    I am so sorry for the inconvenience caused & will try my best to get this issue resolved.
    I will recommend you to upgrade your Adobe reader to Adobe Acrobat Reader DC on your Samsung Note 3 mobile phone and then try to view the pdf files. You can download it for free from the Google app. store or you can refer to this link Acrobat Reader DC Learn & Support.

  • Adobe reader XI no longer plays video or audio embedded in PDF created with Adobe Acrobat X Pro.

    Embedded video and audio content in PDFs created using Adobe Acrobat X Pro does NOT play on some school computers after Acrobat Reader XI is installed. The media content played fine with Acrobat X. This is seen with both XP and Windows 7 machines.
    Bizarrely, other machines with Windows 7 and XP play the video and audio content fine when Acrobat XI is installed.
    Please help, as the PDFs are the delivery mechanism for a very effective literacy programme for children, and this bug has halted delivery for a considerable number of schools and thousands of children are in trouble!

    I think we have found the source of the problem. It relates to how different browsers are detected by Adobe when updating Flash Player.
    To make the videos play within PDFs either from DVD or on the hard drive, it is now essential that Adobe Flash Player 11 Plugin (now version 11.5.502.113) is installed. (Adobe Reader 10 had its own internal flash player, so an external player was not needed)
    We have discovered that, when Google Chrome is the browser, automatic updates of Flash do NOT download this programme. Flash 11 ActiveX is the only programme that is downloaded, and the videos do NOT play from DVD or harddrive.
    Also, it is not possible to manually download Adobe Flash Player 11 Plugin as this option is not presented to the user. Presumably Adobe have set it up this way, because the Adobe site recognises Chrome is being used, and assumes that the computer does not need the plugin flash player, as Chrome has its own internal flash player. However, other programmes may need it!
    We went to FileHippo to download the non-IE version (even though we were using Chrome!) at

    Then the videos played from DVD or harddrive.
    I have not been able to test how this works with other browsers. I hope that Adobe can sort this problem out asap!

    I can't open a pdf (that was created with Adobe Acrobat Pro) using Reader 11. However, the file will open with an older version of Reader (10.1.4) on another workstation. Is there any way to resolve the problem?

    Reader 11 is not available for general release. If you participated in the beta program, there is a place for this discussion which you have been provided. If you did not participate in the beta program, then you should not yet have access to Reader 11. I have just checked the Adobe website and it is not available to download from there.

    The licensing agreement allows you to activate Acrobat on up to two computers. So, if you've only activated in your old computer, you simply need to install and activate Acrobat on the second computer.     The disk 2 usually is meant for Acrobat 9.  You can insert the disc and check for yourself.

    Hi Susan,
    The Adobe plugin in Internet Explorer is a bit different from the one in Firefox, however they're all made by Adobe and they usually come with Adobe Reader.
    When you open a PDF file in Firefox, it "calls" Adobe Reader to help it read the file. In this case, the Adobe Reader takes over, and it is responsible for freezing your browser.
    I suggest you try the last 4 solutions presented on the [[Opening PDF files within Firefox]] (start with "Re-install the plugin" through "Re-install Adobe Reader").

  • Installing Adobe Acrobat XI Pro from CD and set up asks to insert disk

    I'm trying to install Adobe Acrobat XI Pro from a CD.  I insert the CD and I follow the set up wizard until I get to the point of installing the software and it gives me the option to "Update".  I click this button and it begins to install but then a window appears with a message instructing me to insert the disc.  I already have the disc inserted so I click the "OK" button, but the window will not go away and the installation does not continue.  If I click the "Cancel" button then it tells me that the installation was interrupted.  What do I need to do to get past this?

    The problem was probably the trial version. Since you already had Acrobat installed, the installer did not know what to do. All you needed to do was open the trial version and activate it and you would have been done. The route you took is fine, but takes longer. Glad you found a solution that worked for you. If you have problems, your first step should be to do a repair and not a reinstall. That seems to come up a fair amount and thought you might find the repair aspect useful.

    Acrobat 8 Professional is not available as a download thru the Adobe site, not thru any known affiliate site.
