Creating a drop-down menu using ONLY images

I have seen this asked before - but not really answered as far as I can see.
I have a set of images (NOT icons) that I want to use as navigation - Its for a nursery website so all the buttons are irregualr and individual.
Is there a way / extension / application to write a css menu to do this BUT instead of creating the buttons in css - using a designated image file for each button with a corresponding mouseover image file instead? It does not seem like rocket science to do that - but that just probably shows my lack of understanding!
Or Is CSS not the way to do this - should I be looking at a spry menu?

Actually looking at it again...
I could get away with specfying the non mouseover colur - varies, spacifying the mouseover colur for the main nav - white - as long as I could specify a mouseover background image. I could get away with green text and a css sub nav.
Is there an extesion where I can specify a background image in the mouseover state?

    I have hit a brick wall in trying to work this out, and it is
    killing my productivity, I just need to get through this hurdle on
    this site, and I can finish it.
    Quick rundown on where I'm at:
    I created the website to look how I wanted in Photoshop.
    After I've gotten it looking how I want, I bring it into fireworks
    and slice it up (I'm sure this step can be skipped, but thats how
    I'm used to it), and then I export it into Dreamweaver.
    All of that is working fine, except for this drop down menu.
    All I'm wanting to happen is when they roll their mouse over "firm
    profile" for example, for there then to be a drop down menu that
    drops below it (no animation necessary) that has 2 additional
    options they can select.
    I have created what the page would look like after the drop
    down menu would come up (in photoshop). I've tried doing swap
    images and menu bars and some scripts from the net etc etc but
    nothing works. It either tries to load the drop down menu WITHIN
    the slice where it says "firm profile" instead of below it, or just
    messes up completely.
    In fireworks, I'm able to setup a swap image where when you
    put your mouse over "firm profile" it asks which slice you want the
    new swap image to come up in, which would work fine EXCEPT that
    when you go to select one of the bottom submenu options, the
    rollover disapears. If you do it where the whole slice is switched,
    then that submenu appears when you rollover where it would be, even
    if you haven't first rolled over "firm profile"
    So to summerize: All I want is to be able to tell it when you
    put your mouse over "FIRM PROFILE" that underneath it , a drop down
    menu image that I have already created pops up, and you are able to
    1) select the sub menu items (urls). I feel that this should not be
    anywhere near this hard.

    You can use panel widget to create manual menu where set to show target on rollover.

    One update: this works if there are no sub menus. For the same reason as you described about the <ul> bug, you can change the Sublist with sublist items to
    <li><a href="#LINK#" class="dir">#TEXT#</a><ul>
    (extra <ul> at the end). Took me a while to figure out why my sub menus were not showing properly, until I read your comment in the "Sublist template before rows" section.
    It looks to me that this would solve your problem.

    Welcome to Apple Discussions and the Numbers 08 forum.
    Check page 66 of the Numbers User Guide supplied with your copy of iWork. The guide refers to them as "pop-up" menus, so a search using "pop-up" will be more successful than one using "drop down".
    Essentially the process is:
    Click on the cell to select it.
    Open the Inspector and choose Cell Format (icon is a cell containing 42)
    Click the Cell Format menu and select Pop-up Menu from the bottom of the list.
    Double click an item in the list to edit it. Click the + button to add an item, the - button to delete the selected item.
    Done.

    Thank you for your reply! I had seen your article before, and just now again attempted to follow it, but I get stuck. There are two things that I'm confused by.
    First off, toward the top, referring to the initial button, you say to add this interaction:
    ON CLICK; Play Transition to comboBox: selected
    ON ROLL OUT; Play Transition to comboBox normal if comboBox is in over state
    ON ROLL OVER; Play Transition to comboBox over if comboBox is in normal
    However, I do not see these transition options. When I select the button, the only interactions I have are to Play transistion to state, Play action sequence, Go to URL, and two for videos. So that's the first roadblock for me.
    But, trying to get passed that, I went down to the portion of the article that refers to adding interaction to the dataset items. Again, I don't get it, as I see no way to add interaction to a dataset item. When I open my design-time data menu, I do see the items, and am able to rename each item, add additional rows, and change the shape of the datalist layout. However, I see no way to add an interaction to a dataset item. I must be missing a step ... Can you help with this?

    Numbers vocabulary for this feature is a "Pop-up Menu". It's available as a Cell Format, and is set and edited in the Cell Format Inspector.
    See "Using a Checkbox, Slider, Stepper, or Pop-Up Menu in Table Cells" starting on page 96 of the Numbers '09 User Guide.
    This guide, and the equally useful iWork Formulas and Functions User Guide are available for download through the Help menu in Numbers.

    You have to find the code first.
