I have money in my account that was redeemed using an iTunes card, but when I make a purchase, my credit card is being charged instead. Is there something I am doing wrong?

Not every type of purchase allows use of a gift card. For example, if you send a gift yourself to someone else, it will be charged to your credit card. Same is true if you purchase a card through the "Cards" app on an iOS device.

When its around the holiday season the purchasing system some times gets a lil thrown off and wont recognize the gift card on the account. But its easy to get fixed.

You need to set up an Apple ID for use with the iTunes Store before you can redeem anything in the iTunes Store. You don’t need to enter credit card information to redeem only the amount of a gift certificate or card.

If you add or change your credit card details then you will probably receive a temporary holding charge ($1), which should disappear within a few days (holding charges). Though you are being asked for card details it doesn't necessarily mean that the card will be charged for the purchase (unless you want to gift content). Have you tried entering your card's details to confirm the account ? You should then be able to remove it.

then you will need to enter card details (debit cards are no longer accepted in all countries) before the account can be used to download any item from the store.

Login to the account on iTunes and under payment info, select none for the credit card. iTunes is supposed to use gift cards and store credit over credit cards but it doesn't.

After you redeem iTunes Gift Cards or iTunes Gifts, the amount will appear in your iTunes Store account. Each time you purchase content, iTunes will deduct funds from the credit until it's depleted. The entire amount of the gift is credited to your iTunes Store account when you redeem it so you don't need to enter your gift card number or gift code each time you want to buy something.

Generaly, if you have an iTunes card and a valid credit card, you have the option of charging your purchases to eiher one or the other? By default, it goes to your iTunes card, but you can override that.

You can't from Apple, they don't let you buy iTunes gift cards with an Apple Store gift card. You could see if a different store in your country might let you (though they possibly won't), or try selling the card to somebody e.g. family, friend, eBay etc
