Credit card from store to store?

Hello,
I was using the Croatian App store for over 5 years. Now i want to chande it to the German (To shop music, movies...).
I changed the coutry and inserted the Master Card details but it wont accept it ? It says that this payment method is not acceoted in this store!?
I was using this card in the Croatian store without problems.. Now i used aslo the Visa Electro, still nothing..

You must use the iTunes and Mac App Stores in the country where you legally reside. You must use a bank card from that same country with a verifiable billing address in that country. Switching your account to another country to purchase in that country's store because you reside there for a short period of time is not a good idea, even with an iTunes gift card for that country. You will run into all sorts of back-end hassles with the store for one country not recognizing your purchase in the other country's store when you need to update an app or game.
You will likely return here cursing Apple and crying about the mess that you will have made for yourself.

You've checked the purchase history on your account (Store > View My Account on your computer's iTunes) and nobody else has access to your account ? I know it's possible to "upgrade" one account adding credit card, I can not find a way to remove it.

you can't from the iPad.
Go to iTunes on a computer, log in with your apple ID and select 'account'.
After that , select 'payment method' and select 'none'.

This is a user to user forum: you aren't talking to Apple here, and no-one on here can help you. You need to contact Support. Go to https://expresslane.apple.com ; select 'iTunes' in the first column and then 'iTunes Store' in the second column. In the third column click 'Purchases, Billing & Redemption' and proceed from there.

Look at you purchase history.
Open itunes, click on your name in the top right corner and go to your account and look.
BTW, there is no telephone support for itunes at all.

I used a pre-loaded credit card so when it ran out i had problems, primarily because it wont let me download or update anything until the "billing problem with the last transaction" was resolved. I dont really care if the purchase goes through but i want to be able to update stuff again and it wont give me the option to select 'none' under payment type. do i have to put another card on there just so i can "resolve the billing problem" and then i have to take it off again or is there a way around this or is it a never ending cycle?

You've checked the purchase history on your account (Store > View My Account menu option on your computer's iTunes), and have you made any in-app purchases or have any auto-renewing subscriptions ?
If there isn't anything shown then have you added or changed your credit card details ? I think that 55 rupees is about $1, which is the right amount for a temporary store holding charge , which is applied to check that the card details are correct and valid, and which should disappear off your account within a few days (though it might vary by bank/credit card company).

On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link. If you are doing it on an iOS device (iPad, iPhone or iPod Touch) then try tapping on your id in Settings > iTunes & App Store (Settings > Store on iOS 5 and below) and selecting 'View Apple ID' on the popup - that should also give you a payments link on your account's page.

You can also Settings > General > Restrictions > In-App Purchases 'off' to prevent future in-app purchases being made.

I have the same thing happening on both my credit cards! I first noticed random charges on my bank statement, but, the funny thing is that on the same statement I was credited back for the charges so everything cancelled out. I still wanted to change my credit card to be safe and my card wouldn't work with iTunes anyway (I emailed Apple and they said my account was compromised). I also changed my Apple ID password.
So I got my new credit card and now looking back at my statement for the month, the day that I added the new card onto iTunes was the same day I got more preauthorized charges. The amounts were exactly the same as on my previous credit card. I don't know what to do anymore. Is this a problem on Apple's end?

Thanks for visiting Apple Support Communities.
Using the steps from the article above (iTunes Store: Changing your payment information), you should be able to select "None" as your payment method. This will remove your credit card from your iTunes Store account (Apple ID).
Changing your payment information using an iOS device
Tap Settings on the Home screen.
Tap iTunes & App Stores.
Tap your Apple ID. (If you aren't signed in, enter your Apple ID and password and tap Sign In.)
Tap View Apple ID.
Enter your Apple ID password.
In the Edit section, tap Payment Information.
Update the information that you want to change.
Note: You can find the payment methods that the iTunes Store accepts in the Payment Type section. If you don't want a payment method on your account, select None in the Payment Type section.
