"Credit Card Processing Is Temporarily Unavailable. Please Try Again Later".

Hi guys.
I have been browsing for hours no with no avail to this problem I have been having.
I am trying to create a new account to use with the iTunes store - an account in my country, rather than using my US account to buy stuff from there.
My country (Bolivia) is new to the iTunes store, and as soon as I heard the store became available yesterday, I have been trying to register a new account. But everytime I get to the payment page and submit the info, I get the error "Credit Card Processing Is Temporarily Unavailable. Please Try Again Later".
Again, I have googled for this for hours with no avails. Common possible solutions were:
A lot of people mistyped the security code. But I have checked mine a thousand times, I'm completely certain I am getting it right, but I keep getting that message.
Some people mistyped the actual CC number. Another piece of info I retyped a couple of times so I'm sure I'm getting it right.
What are the chances the system is actually unavailable? A lot of people solved this problem and the issue wasn't related to a system being down at all. Could it be the fact my country is new to the iTunes store?
It's been like 6 hours since I tried to make the new account. That doesn't fit my definition of "Temporarily". I guess I will wait a day or two and see what happens, but in the meantime I would like to hear possible problems and/or solutions.
Oh, I almost forgot. If it matters, I am using an iTunes Beta on my MacBook Pro.

I have the same problem, but being as you have had your account for 5 days by the time of this writing, I had mine for about a year. Recently, the security code showed up blank for the credit card I was using, and even when I used the correct security code, iTunes figured that it wasn't valid.
Thankfully, (go shopsafe!) it was easy to get another credit card for a dollar or two (I just want to update my free software for free...), yet this didn't work, for it again said that the security code was invalid.
Then, after a few tries, it said "Credit card processing is temporarily unavailable. Please try again later."
Judging by other Apple forums, when this sort of thing happens, it's a problem on Apple's side, rather than my computer.
I came to this conclusion when I came to a forum that had a bunch of different people complaining that they can't buy music on iTunes. However, that forum was dated in 2008.
If someone finds contradictory information, feel free to reply to my post and tell me how I, too, could fix this.
And in case it matters, I am using a MacBook Air with OS X 10.6.8 and have iTunes 10.4.

    I don't know - but I am having the same problem and have not had any useful help from Apple Support.  Everything they told be to do has been done and it hasn't fixed the problem.

    Welcome to the Apple community.
    There seems to be rather more of this type of issue being reported currently, than there normally is, there may well be a problem with the servers. I would be inclined to wait a while, then try again later.

    Had to switch my iPhone to my MacbookPro and needed to update billing info. Simple, right?
    I have had this error message for 2 days and can not update or buy anything in the App store.
    Called Apple support and they created an iTunes ticket for me and have not heard back in a day.
    Am I alone with this issue, or is it broader and just not getting discussed?

    I was having this exact issue when I was set up to use PayPal as my payment method. I fixed it by -
    1. going to my iTunes account and selecting None as my method of payment, then clicking Done
    2. confirming this on my account page - which then said Add (or Set up, I can't remember) a Credit Card
    3. on the Add a credit card page, I again set up the exact same PayPal account I had before.
    4. I was then taken to the PayPal website to confirm that I wanted to use my PayPal account for iTunes purchases, and finally
    5. I was taken back to my account page in iTunes, which looked exactly the same as before BUT...
    The next time I tried it, my purchase went straight through! (And this was less than 5 minutes after I'd had the "Credit Card processing is temporarily unavailable" message.)
    YMMV, but I guess a similar revalidation process would work for credit cards too.

    Update on my previous post.
    iTunes showed I was logged in, displaying my Apple ID on the screen (left bar where it normally is) but I couldn't access my account, with the same error message coming up again!  (seriously this is total BS)
    I deleted EVERYTHING under
    C:\Users\YourUserName\AppData\Roaming\Apple Computer\iTunes
    or YourUserName\AppData\Roaming\Apple Computer\iTunes
    Some people have had success only deleting everything in the cookies folder
    C:\Users\YourUserName\AppData\Roaming\Apple Computer\iTunes\Cookies

    I've attempted to purchase a song (Get Aboard - Valiant Hearts: The Great War) off of the ITunes Store and I keep getting a message saying "this item is temporarily unavailable. Please try again later." I've tried to purchase this item several times but I still receive the same message. Is there anything I can do to solve this problem or should I just wait and try again later?

    It's me again (barefootrunner). I've changed accounts to my HP-approved one, hence the new name.
    I was able to reproduce this behavior on a printer sitting at my desk, and got a similar result. I could navigate the menus and then received a "Temporarily unavailable. Please try again later" message when I tried to actually print the job I had selected.  I think the printer/server get into a bad state with respect to each other. Here's what I did that solved the problem:
    1. Restore factory defaults (Setup menu -> Service -> Restore defaults)
    2. Removed web services (Setup menu -> Web Services menu -> Remove Web Services)
    3. Reenabled web services (Setup menu -> Web Services menu -> Enable Web Services)
    4. Once the Information Sheet is printed, use the e-mail address to register again with ePrint center.
    (These instructions may differ slightly for different models. I'm using an HP LaserJet CM1415fnw.)
    I'd like to reiterate that re-registering for Web Services was not sufficient to fix this behavior. Unfortunately, I had to restore defaults in order to get ePrint working again. Sorry for the inconvenience... I understand that this is really frustrating. This is not the expected mode of operation. Hopefully, you won't have to do it again.

    Turns out I had the same issue on WIndows (which I do not use a lot ...°.
    Here is how I solved it on Windows 7:
    - Quit iTunes (and Safari if you have it)
    - Openan Explorer window ("My Computer" for example)
    - Well hidden in the upper bar under "Organize" choose "Folder and search options"
    - In the "view" tab, make sure that "Show hidden files, folders and drives" is checked and click OK
    - Navigate to C:\Users\YourUserName\AppData\Roaming\Apple Computer\iTunes\Cookies or YourUserName\AppData\Roaming\Apple Computer\iTunes\Cookies if that is easier
    - Delete everything in that folder
    - (I am not sure this is necessary) you might want to also trash items in the YourUserName\AppData\Roaming\Apple Computer\Cookies folder
    - Launch iTunes
    - Connect to your iTunes account
    - Smile :-)

    I have not been able to log-in on my pc for over a week.  I have made sure my software is updated, unistalled and reinstalled and checked my windows updates... Help!!

    Turns out it is was because my password needed to be updated to include a capital letter and number!!!

    I've been trying to log in for about an hour or two now and all I keep getting is that message. I changed my password, nothing. Not sure what I should do. I'm about to restart my computer to see if that will work.

    Ok, im sorry, shouldve waited a bit... i have resolved the problem by manually editing the prefs file. My issue at least is caused by being behind a company proxy. * i went here: C:\Users\USERNAME\AppData\Roaming\Spotify (WINDOWS 8)* opened the file 'prefs' in notepad (File was completely empty for me)* added these lines: network.proxy.addr="proxy.XXXXX.com:8080@https"network.proxy.mode=2network.proxy.user="COMPANY EMAIL ADDRESS"network.proxy.pass="COMPANY ACCOUNT PASSWORD"  Obviously you need to know your company's proxy address and once you add your email address it should log in.It aint pretty though... as the proxy is loaded as HTTPS, there is little or no artwork in Spotify.... There used to be a way round this by changing the prefs file again... (Change the HTTPS to HTTP) but due to the changes in proxy log on in this version, this no longer works... So we have music, just 0 colour in the desktop app... still mildly annoying :)
