CSSImport Utility - error with v11.1.1.3

Question

Hello,
I am using the CSSImportExport utility on version 11.1.1.3. I am receiving the following error when attempting an import with some test users:
Trace...
     2010-01-16 14:35:40,440 Attempting a import operation
     2010-01-16 14:35:42,440 Import : Attempting to parse the XML file file:/G:/Hyperion/common/utilities/CSSImportExportUtility/cssimportexport/importexport/import.csv
Has anyone seen this before? I created the import file by copying it from the export file (and then deleting the test users and groups). I've also tried converting the file to .xml.
FYI - the point of this exercise was to verify the correct format for the import file for version v11.1.1.3.
Below is a copy of what I have in the import.csv file:

Hi,
There are no errrors in the section of the trace log you have posted, are you saying it just hangs the import ?
also it looks like you have
import.fileformat=xml
and you are trying to import a csv, change it to
import.fileformat=csv
also I would remove the commas where it says #user, so have
#user
id,provider,login_name,first_name,last_name,description,email,internal_id,password,active
IndProvision1,Native Directory,IndProvision1,,,,,259e20e9967cf8e4:62cc6ab9:126353f2350:-744d,{SHA}W6ph5Mm5Pz8GgiULbPgzG37mj9g=,TRUE
I would try provisioning just one user at first and then move on to more users if successful.
